DELPHI CORPORATION (1999 - 2008)

Senior Staff Environmental Engineer (and Contract Administrator) Troy MI

(2005 - 2008) In addition to duties described in the 1999 to 2005

timeframe (below) I administered the hazardous and nonhazardous waste

contracts for 50 domestic and Mexican sites. Composed and issued

contract modifications, scopes of work, and waste reduction and disposal

proposals.

. Implemented waste cost (handling, transportation, and disposal)

and generation rate data tools which tracked the cost, volume and

type of each waste shipment. Analysis of this dataset allowed

for internal and external reports and cost savings initiatives.

. Audited waste invoices totally approximately 1500 invoices or

$16,000,000 per year.

Senior Staff Environmental Engineer Troy MI (1999 - 2005)

Responsible for activities related to waste management including

regulatory, legislative, and (EU) directive liaison for domestic and

international initiatives. Instrumental in policy creation, regulatory

interpretations and program initiation for issues related to RCRA

(Resource Recovery and Reclamation Act - waste, underground storage

tanks, etc.), DOT (Department of Transportation), and portions of TSCA

(Toxic Substances and Control Act) related to PCB transformers and

capacitors.

. Composed and supervised the compliance implementation for the

required DOT Security Plans necessary for most of Delphi's

domestic hazardous (waste) materials shipping locations.

. Initiated and managed the financial assurance mechanisms for

Delphi's TSDF, corrective action sites and Underground Storage

Tanks. Spearheaded and drove the reduction of this obligation

by reducing the number of existing TSDF Part B permits from 14

to 4.

Evaluation Program and domestic SREA (Superfund Recycling

Equity Act) evaluation program.

Regulatory and legislative liaison for federal and state initiatives

related to hazardous waste. Instrumental in policy development,

regulatory interpretations and program initiation for issues related

to RCRA (waste, underground storage tanks), and PCBs.

. Received Presidential recognition for contributions to the Land

Disposal Program Flexibility Act of 1996 (P.L. 104-119). This

change to RCRA, amongst other things, removed the theory of "de-

characterized" hazardous waste which allowed GM to avoid

spending $100 million over 10 years.

. Established various RCRA compliance policies for over 100 GM

facilities, such as LDR (Land Disposal Restrictions Phases ll

and lll, and Subparts AA, BB, CC compliance.

. Initiated and lead the successful effort to remove several

parameters (Cu, Zn, and CN) from Michigan's Hazardous Waste

regulations.

Accountable for compliance programs for all environmental aspects -

CAA (Clean Air Act) - NSPS (New Source Performance Standards) and LAER

(Lowest Achievable Emission Rate) monitoring and reporting, CWA

(Clean Water Act) - NPDES (National Pollution Discharge Elimination
