Summary
Developed a new waste to energy process converting various streams of
agricultural waste to methane or natural gas. Process is Pat. Pend.
Verified process by building a pilot plant and proving process for
approximately one year. Forged strategic partnerships with universities to
aid in the further development of technology. Coordinated and managed
resources of all functional departments to design, engineer, procure, ship,
and construct various projects ranging from $5 million to $250 million on
lump sum turn key basis. Prepared bid proposals, prequalification
documents, execution plans, negotiated contracts and claims for various
energy, petrochemical, mass transit, and infrastructure projects in the
U.S. and overseas. Ten years as site manager for projects in Saudi Arabia,
Iraq, Far East, Germany, and the United States. Two years as resident
manager of mid-east operations, and two years General Manager of
operations, Belmont Construction Co., Inc.
Experience
May 2007 to August 2010, Landmark Structures, Research Scientist and new
Business Development Manager. Developed a novel waste to energy technology
using various types of agricultural waste to be processed into methane or
natural gas. The process also added value to all the byproducts coming from
the various feed streams into the plant. Built a small testing facility to
handle 10 cow capacity and fitted into a 40 foot shipping container.
Forged strategic partnerships with Texas Agrilife Research, Tarleton State
Univ. and Texas A&M Univ. Proved Process in pilot plant. Independently
tested fertilizing products made in process with successful results. Set
up a new business unit within Landmark for Bioenergy.
Oct. 2000 to May 2007, Parsons Corp. Regional SW Manager for projects
assigned to Dallas, TX. Headquarters office. Prepared bid proposals,
monitored various projects in the design/ build phase, and construction
phase for compliance to schedule and budget. Responsible for selling new
services and projects. Formulated
recovery plans to maintain schedule compliance. Coordinated alliance and
partnering agreements to conform to various clients' unique financing and
staffing requirements.
Senior Project Manager for recovery projects in Baghdad, Iraq. Client was
U.S. Department of Defense. Projects included Restore Iraqi Oil (RIO),
military bases and medical facilities.
Functioned as Project Manager and Contracting Officer's Rep. on DART
project, Directed all construction efforts in the installation and testing
of the LRT Systems, Traction power, Communication, Controls, Fare
Collection, and Signals & Switches.
As Contracting Officer's Rep., mitigated, processed, and negotiated
contract changes and contractor claims for the light rail system
installation.
Feb. 2000 to Sept. 2000, Stone & Webster, Project Director for Specialty
Chemical Complex for Flexsys Chemical in Kuantan, Malaysia. Directed
completion of engineering and procurement, directed all construction
activities and contracts award and execution. Directed construction through
completion and commissioning of specialty chemical complex. Completed
final negotiation of contract claims and settlements.
Constructed High Rise Office Complex to support chemical facility.
Oct. 1999 to Jan.2000, Stone & Webster, Senior site manager of 285mw
combined cycle power station in Rumford, Maine. Rescheduled project based
on available resources and project conditions. Coordinated engineering,
procurement, and information technology and construction departments.
Enforced budget requirements, interfaced with client and managed personnel
issues. This project was executed on a lump sum turnkey basis.
Nov. 1998 to Sept. 1999, Stone & Webster, Senior Site Manager of Veba Oel
ethylene expansion project in Gelsenkirchen, Germany. Prepared bid for LSTK
contract coordinated and managed design, engineering, procurement,
shipping, traffic, and information technology. Directed construction
efforts for the expansion execution. Managed all site activities,
interfaced with client, managed all personnel issues, enforced schedule and
budget requirements. This project finished on schedule and under budget.
This was a lump sum turnkey contract with 15% liquidated damages.
Feb. 1997 to Nov. 1998, Stone & Webster, General Manager of Operations
of Belmont Constructors. Directed capital expenditures and asset
development for Belmont Constructors Co., Inc. Coordinated all departments
to successfully complete various petrochemical, power, and wastewater
projects in California, Colorado, Georgia, Louisiana, and Texas. This
included enforcing schedule and budget requirements, managing available
resources, working with clients, and managing personnel issues. Prepared
yearly business plans and established goals for both short and long-range
plans.
Jan. 1997-Feb. 1997, Stone & Webster, On special assignment from Stone &
Webster executive vice president to manage the acquisition of Belmont
Constructors into the Stone & Webster conglomerate. Coordinated legal and
financial departments along with external auditors (Coopers & Lybrand) to
complete the acquisition. Performed all due diligence activities and headed
the negotiation team for the acquisition.
April 1996 to Dec. 1996, Stone & Webster, Site Manger of Rexene/Huntsman
ethylene expansion, coordinated and directed the dismantling and shipment
of a 500,000 TPY ethylene plant from Leuna, Germany to Odessa, Texas and
reconstructed the plant.
Oct. 1994 to Mar. 1996, Stone & Webster, Resident Manager of Mid-East
operations. Coordinated and managed all departments in mid eastern
operations. This included design, process development, and engineering,
sales, procurement, and construction departments. Prepared business plans
and set goals for mid east branch. Developed short and long range plans
based on mid east markets. Prepared bid proposals, monitored active
projects for compliance to budgets and schedules, interfaced with clients
and successfully completed and executed claims on unresolved issues on
projects.
Jan. 1991 to Oct. 1994, Stone & Webster, Construction manager for
various projects in Saudi Arabia.
. Directed construction of a cement plant for S.C.C.
Directed construction and commissioning, and process verification of a
200,000 BPD refinery and storage and handling facility. Project completed
60 days ahead of schedule.
Constructed multi- family living facilities for employees and families of
refinery personnel.
Directed construction of communication expansion TEP/6 for Saudi Arabian
telephone system, included fiber optic cable and FORS buildings.
Directed the upgrade and demothballing of NGL plant in the Saudi Arabian
eastern province.
Directed pipeline projects throughout the eastern province of Saudi Arabia.
