Contract Consultant and Trainer
Specifically requested by NY office through USPS corporate headquarters as
the only knowledgeable individual in the country suitable for a temporary
sole source personal services contract to provide consultation and training
to its transportation contracting officer and contracts staff. Selected
Contributions:
. Developed specialized training guides, forms and processes, for new
contract specialists which greatly reduced an otherwise 1 year on the job
learning curve by 75% to only 3 months.
. Consulted contracting officer on various issues, including the
rationalization and advisement to retain a certain contract supplier over
open competition which allowed the continuity of good service at an under
market cost.
. Successfully guided new specialist(s) to renew 11, and solicit and award
3, contracts in a timely fashion for a net increase of only 2% with the
inclusion of required higher payroll wages. This was accomplished while
also effectively issuing purchase orders for service changes, economic
adjustments, etc. on 45 other contracts.
