Special Project Special Projects Officer, Joint Special Operations Command, Fort Bragg, NC (MAJ)
Officer to the Assistant Chief of Staff for the Joint Special Operations Command. Responsible for reviewing program internal
processes, procedures and administrative controls were in place to ensure compliance with contracts, regulatory and judicial
requirements such as the Federal Acquisitions Regulation, the Federal Managers Financial Integrity Act and Department of
Defense Financial Management Regulations. Reported all findings and recommendations to the Director of Resource
Management and Assistance Chief of Staff. TS/SCI Clearance current to date.
Special Mission Funds Officer, Joint Special Operations Command, Fort Bragg, NC (CPT)
June 2005 – March 2010
Served as the Special Mission Funds Officer within the Resource Management Directorate of Joint Special Operations
Command. Responsible for the planning, programming, budgeting, execution and management of the Commands Special
Funding Authorities as they relate to a multi million dollar classified mission area. Performed analytical and advisory duties
in the formulation, presentation, evaluation, coordination and justification of JSOC and USSOCOM programs supported by
Special Funding Authorities. Analyzed and interpreted OSD and USSOCOM programming and budget guidance of Special
Funding Authorities. Responsible for creating and updating all policies and procedures for Special Funding Authorities.
Responsible for managing annual budgets in excess of $15M. Responsible for training all accountable officials, creating
workflow systems, interpreting Directives and researching other options to ensure the appropriate type of funding was
applied to a requirement. Monitored and controlled funds, current obligations and expenditures. Tracked all expenditures to
ensure no over obligation of funds and 100% accountability at all times. Served as the Subject Matter Expert on the use,
transfer, control and disbursement of all Special Funding Authorities. Coordinated and interfaced with USSOCOM and
component staff analysts, program managers and financial analysts as well as supported command/component personnel, in
connection with analyzing and recommending program resource issues for resolution. Advised the JSOC Comptroller, JSOC
J2, JSOC J3 and appropriate program managers of potential impact on specific functional area within the classified programs.
Developed recommendations and presented program resource briefings to senior decision makers and brief JSOC staff and
Command Group on program issues and developments as they relate to Special Funding Authority, to include current status
and problems, possible solution and recommended JSOC positions. Coordinated and conducted Staff Assistance Visits to
ensure internal controls were operating effectively. Coordinated/briefed monthly PBAC. Supervised one SNCO, one NCO and
one Civilian. TS/SCI Clearance current to date.
Budget Analyst, 82nd Airborne Division, Fort Bragg, NC (1LT/CPT)

Served as a Budget Analyst in the G8 of the 82nd Airborne Division. Responsible for the creation, conversion and
administration of the Defense Travel System for the entire 82nd Airborne Division. Created the 82nd Airborne Division business
rules for the implementation of the Defense Travel System. Trained all DTS Administrators on the Business Rules of DTS.
Wrote a step by step guide and provided weekly training for all Division Defense Travel Administrators and Accountable
Officials on how to use DS. Responsible for overseeing Defense Travel Administrators and Financial Defense Travel
Administrators. Served as the Alternate Government Travel Card Coordinator for the Bank of America Government Travel
Card; Responsible for account management such as activating and de activating members accounts and customized services.
Responsible for managing the reporting on the use/abuse of the GTCC and adhering to management internal controls.
Responsible for the preparation and administration of the Division budget and executing assigned objectives established by
the Comptroller in the amount of $1.5M. Performed routine, continuing budget functions involving the formaulation,
execution and/or analysts of budget for assigned separate Companies/Battalions. Prepared cost transfers and MIPRs.
Assisted several activities in the preparation and review of contracts. Reviewed invoices and vouchers for contracts payments.
Performed budget formulation and analysis of annual funding needs for one or more future budget years. Researched,
consolidated and summarized budgetary data for preparing budget estimates. Reviewed historical data and/or match funding
request for projected costs of selected line items with past records to determine trends in spending and forecast annual
funding needs. Monitored and controlled funds, current obligations and expenditures. Utilized various automated systems
to include DbCas, SAARS, FEDLOG, FINLOG and DTS.

Responsible for the accountability and disbursement of over $18M, funding paying agents in excess of $1.5M in OMA and
$6.1M in Commanders' Emergency Response Program (CERP), and Iraqi Civil Defense Corps (ICDC) funds.
Responsible for providing finance support to five forward operating bases, consisting of over 4,000 paratroopers; coordinated
and led over 10 pay missions to the different FOBs.
Supervised 2 NCOs and 6 soldiers.

Provided financial support for all Division Units and over 14,000 paratroopers of the 82d Airborne Division.
