General Dynamic-Sustainment Exercise Analyst/Planner

Sustainment Analyst/Planner responsible for assisting in the design of
United States Army Reserve Command directs collective training exercises
such as Warriors and CSTCs as a member of the 84th Training Command
Exercise Support Team. Provides advance knowledge and experience in Army
sustainment operations and training. Including understanding of military
doctrine, current tactics, techniques and procedures (TTPs) and modular
force structure in order to incorporate training units into appropriate
exercises. Serves as the sustainment war fighting function expert and
maintains currency within the sustainment war fighter functional area.
Conducts and oversees planning for all USARC directed exercises or training
events tasked to the 84th Training Command, coordinates with Operational
and Functional Commands for their participation and support, and assists
the Training Brigades, as required. Coordinates exercises and/or event
resource requirements for the training Brigades with USARC staff
directorates and/or installations. Plans and participates in Concept
Development Conferences, Initial Planning Conferences, Mid Planning
Conferences, and Final Planning Conferences for Training Command
responsible exercises. Prepares briefings and other required materials.
During event execution may serve as a member of the EXCON Cell, Scenario
Cell, or Observer/Trainer (Analyst Support) Cell as required. Works in a
highly intense information technology (IT) environment, and required to
maximize the use of Army Battle Command Systems (ABCS), other Battle
Command Systems, training aids, devices, simulations and simulators
(TADSS), mission specific digital systems/tools, and other available IT
assets in the conduct of mission support.

management of material support functions in stock control and accounting,
procurement, inventory control, and item financial management. Analyzes
reports on supply and service support operations. Conducts inspections and
provides technical assistance to storage activities. Analyze operations
statistical data and reports to ascertain functional trends, conformance to
standards and directives, and efficiency of operations. Supervises

MPRI-Team Leader for Material Logistics Mentors

As the lead integrator for the Logistics/Materiel Management senior
mentor/trainer team, I supervise five regional teams totaling 50 personnel
of Materiel Accounting (Property Book and Material Distribution Depot)
Technicians which includes monitoring the instructors to ensure the
training and material management provided is adequate. Provide experience
to oversee the establishment and implementation of effective materiel
management systems, processes, MOI, and procedures within the five (5)
Regional Police Commands of the Afghan National Police (ANP) performs
management of stock record/warehouse functions pertaining to receipt,
storage, stock control and administration, issuing, shipping and maintains
equipment records. Developed and implemented a logistics management system
within the Ministry of Interior that describes vision, mission, policy,
procedures, workflow and organizational functions. Ensure coordination at
all levels of the Command to enhance logistical support and security for
the regional team through Command and control staff meetings. Ensure timely
transition from the receipt of material to posting to the property record
and closing out the foreign military sales records. Exercise command and
control utilizing mature judgment to resolve complex problems. Provide
training and instruction to the Afghan National Police on Unit Level
Material Management processes and procedures for over 1,000 Afghan
Logistics Officers on behalf of a contract with Military Professional
Resource Incorporated (MPRI). As the lead integrator, I supported the
USG/USA Combined Security Transition Command -Afghanistan (CSTC-A), Police
Reform Directorate, Resources Division (PRD-R). Provide reports and other
update briefings to the ANP + CSTC-A + PM Command Group leadership as
required. Primary focus is on Afghan leadership at the Regional and
Provincial levels to ensure efficient transition to an effective Materiel
Management and Property Accountability System for the Afghan National
Police. Systems consisting of a manual and automated property book at
required levels/units, Core IMS depot inventory management system, and a
Program of Instruction (POI) that insures trained accountability
technicians at all levels (Regional, Provincial, and District). Our
efforts have successfully contributed to the Afghans resigning use of their
previous system and adopting the system we created to account for materiel.
MPRI-Logistical System Manager
Jan - Jun 2007
Central Supply Depot Logistical System Manger responsible for planning and
analyzing data to monitor performance and plan improvement of the CSD
Materiel Management Team. Incorporated procedures established in ANA Decree
4.0 / 4.2 to ensure operational readiness of multifunctional and multi-user
logistical systems (Core IMS) in mobile or fixed facilities. Experienced at
receiving, inventorying and cataloging multiple sets of the Army's newest
communications equipment and setting individual unit fielding priorities.
Utilized knowledge of Army depot operations and depot repair processes and
procedures of communications and electronics systems and equipment,
conducted studies to analyze existing depot procedures and recommended
improvements in efficiency and effectiveness. In addition, created a
database linking Foreign Military Sales (FMS) purchased items with military
release orders (MRO) receipts in the depot thereby closing loopholes in the
accountability system. We were able to 100% identify if a supplier had
delivered all the items purchased with U.S. or coalition force funds. The
results curtailed corruption in the supplier chain, increased
accountability in the depot and saved millions of dollars. Provided
technical and tactical input and recommendations to command and staff by
analyzing logistical problems, identifying trends and producing new
solutions for logistical system support. Conducted briefings, planned,
organized, supervised and provided technical studies, evaluations, report
writings, and maintained logistical historical records for continuity of
operations. As manager of multi-functional teams totaling 30 personnel, I
developed innovative depot processes and procedures to integrate the
separate logistical functions and trained military and civilian personnel
increasing their technical proficiency in the functional areas of supply,
inventory management, production control, procurement, transportation,
resource and fiscal management into a unified program for communications-
electronics depot support. Negotiated with other contracted vendors to
correct equipment deficiencies after the material has been received. Wrote,
oversaw and implemented logistics policy and procedures in the Afghan
depot, trained 200 U.S. military from different branches of services in
Army depot supply operations and used current technical manuals to clearly
identify specific radio's signal antennas and developed operating test
strategy ensuring equipment serviceability before adding materiel into
depot stocks. All faults were annotated and repaired and the costs
associated with repairs were subsequently recuperated from the source
supplier. Developed strategy to collect record and synchronize logistical
policy and procedures for the controlling and management of two unique
systems, the Net Asset Visibility listing (Materiel Accountability-NAV) and
the National Stock Record Account (Core-IMS), the only two logistical
systems of record in Afghanistan. Basic Management tool used was a primary
database to track equipment on hand in the depot. Oversaw the link between
depot issued stocks and postings annotated to a receiving unit property
book record resulting in 100% accuracy.
KBR-Procurement 2006-
2007
Responsible for selecting and negotiating purchase orders with over 55
approved contract suppliers both US based and international in response to
specific project requirements on behalf of a $40 million contract. In
procuring necessary equipment, vehicles, construction equipment and other
items to keep an military base operating, I was charged with and successful
in negotiating for receipt of the highest quality item at lowest price
possible, typically considering multiple bids from multiple suppliers.
Prepared request for proposals, identified sources of supply, solicited
bids from commercial evaluations, recommended awards, coordinated
commitment approval, administered purchase orders and performed closeouts.
Conducted supplier negotiations, resolved claims and issued purchase order
change orders. Prepared and issued commercial correspondence memorandums.
Administered and maintained purchase order files in accordance with current
applicable government procurement policies and procedures. Supervised and
trained ten inexperienced buyers by providing hands on instruction,
direction, advice and counsel with regards to resolving moderate to complex
purchasing issues. Possess a solid understanding of the Federal Acquisition
Regulation (FAR) and skilled at negotiating and determining best price
reasonable. I am an experienced and proven expert with extensive knowledge
of logistics and warehousing and was offered a promotion to Director of
Procurement Operations in Djibouti but declined to accept a better offer
with MPRI.
10th MTN DIV-Brigade Property Book Officer
2004-2006
Established and maintained formal logistical and accountability systems
such as PBUSE, ULLS S4/G and SARSS. Reviewed and analyzed equipment battle
loss reports, monthly hand receipts, cyclic inventory and sensitive item
inventories. Provided timely and accurate logistical reports and analysis
to the 3rd ID commander which reports included records of vehicles and
radio and communication equipment issued, received, damaged or destroyed.
Developed and implemented procedures for managing all matters pertaining to
logistical support for over 40 Battalion size units in diverse locations
which ensured units had adequate equipment and supplies on hand to complete
their tactical mission. Directly responsible for the management of 16,000
items valued at 404 million dollars. Developed and processed logistical
reports for daily on Hand Equipment Material Readiness Reviews. Awarded
2nd Bronze Star medal.
10th MTN DIV-Director for Logistics and Materiel Manager
2003-2004
Director of Logistics for Coalition Task Force Phoenix. Supervised all
internal logistical systems and accountability systems for a Multi-
Coalition Task Force and the Afghanistan National Army consisting of 60
soldiers. Formulated and directed written policies on implemented internal
logistics policies and TF logistics support provided to coalition teams.
Managed, supervised, and developed workload priorities for assigned Task
Force logistics personnel and made assignments based upon the difficulty,
complexity, type of work and Soldier capabilities. Initiated the phase one
fielding of donated tactical equipment and uniforms to the Afghanistan
National Army. Equipment consisted of major end items such as Military
vehicles, Ford ranger trucks, weapons, tactical and commercial radio
systems, M113 tanks, tents, tactical load bearing equipment (LBE) and OCIE.
Received multiple shipments of LIN items weekly with an estimated value of
300 million dollars. Established initial accountability for all equipment
before issuing and incurred 0% loss utilizing new procedure. Established
and published property accountability procedures for the Afghanistan
national force and created logistics forms and procedures initially in
English and later translated into Afghan Dari language in MS Word & Excel
format. Received 1st Bronze Star Medal in recognition of these
achievements.
10th MTN DIV-Chief Logistics Manager and Asset Visibility
2001-2003
Director of Equipment and Asset Visibility Manager for the 10th Mountain
Division. Responsible for managing property accountability and asset
visibility for over 185,000 pieces of tactical equipment valued at well
over 1 billion dollars. Maximized Division Readiness through the reduction
of excess equipment on hand supporting XVIII Airborne Corps and FORSCOM's
equipment redistribution initiative. Through enforcement of FORSCOM policy
and proper management, I successfully reduced the Division's excess
equipment which had been a problem prior to my oversight. Supervised all
internal logistical and accountability systems for the Division. Formulated
and directed written policy, provided continuous on site logistical systems
training for all nonqualified personnel and trained on existing DA
logistics policy, supply regulations and logistics automation equipment
ULLS-S4, ULLS-G, SAARS-O and PBUSE. Responsible for supervising, managing
and developing workload priorities for 12 civilian logistics personnel on
behalf of the Division and was responsible for assisting Army personnel
with inspections, turning in, shipping and tracking excess equipment.
29th Support Group-Property Book Officer and Internal Logistics Manager
1999-2001
Senior technical advisor and analyst to the Group Commander in the areas of
Force Modernization, logistical support, logistic management,
transportation, food service, ammunition, clothing, retail, bulk petroleum
and property accountability for a brigade level organization consisting of
six battalion size elements and the group headquarters with a total value
in excess of 680 million dollars. Supervised technical aspects of unit
records per AR 710-2 for all subordinate units. Served as the logistical
manager for three additional units directly under the command and control
of the group headquarters, the USAREUR Deployment Processing Center and the
USAREUR Heavy Immediate Ready Force (HIRC). Ensured subordinate units were
in compliance with regulatory guidance through use of the Command Supply
Discipline Program. Reviewed, accepted or rejected work accomplished to
ensure that all equipment was maintained in accordance with the applicable
Army technical manual at 10-20 standards in addition to directing and
evaluating work of the subordinate organizational elements. Read and
interpreted incoming policy directives and developed procedural guidance.
For example, European logistics policy was changing rapidly I kept units
abreast of USAREUR evolving logistics strategy and ensured they complied
through assistance visits and monthly logistics training sessions. Army

51st Maintenance Battalion- Property Accountability Book Officer
1999-1997
Senior technical advisor and analyst in a multifunctional, rapid deployment
support battalion consisting of 900 Soldiers, civilians and five
subordinate units, two direct support maintenance companies, one supply and
Service Company, one map and distribution platoon and a headquarters.
Primary advisor to the Battalion Commander in the areas pertaining to
internal logistics. Responsible for accountability management and readiness
reporting of equipment valued in excess of 73 million dollars. Ensured
subordinate units were in compliance with regulatory guidance through use
of the Command Supply Discipline Program. Reviewed, accepted or rejected
work accomplished in addition to directing and evaluating work of the
subordinate organizational elements. Read and interpreted incoming policy
and directives and developed procedural guidance. Supervised low density
training for the 92Y/92A military occupational skills (MOS) through
conducting coordinated monthly training sessions, performed duties as ULLS
S4/ ULLS G primary trainer and internal logistical systems developer and
