Purchasing and Contracts Management

selection. Supervised development of general and special provisions in
procurement process including Design-Bid-Build, Design Build - IDIQ,
RFP, IFB, FPIF, FPAF, CPIF, CPAF and CPFF. Ensured contracts and
procurements conform to federal, state, county, city and corporate
laws, regulations and policies. Responsible for systems acquisition of
components, equipment, and services for commuter rail network.
Provided key contract and project support with on site administration
for independent contractors, domestic and foreign government
officials, FTA, other federal, state, county, and city agencies.
Supervised a staff of 31 at multiple global sites including U.S.
military, government civilian and local national employees.
Negotiations
. Planned, solicited, negotiated, and awarded contract requirements in
domestic and global markets. Created first Trading Partner Agreement
between U.S. agency and Denmark for Electric Commerce. Planned,
solicited, negotiated, and managed complex electronics defense systems
contracts in excess of $543M. Led negotiation teams to provide and
ensure adherence to contract requirements.
Program Management
. Led commercialization effort in securing "best value" for procurement of
materials and products. Managed purchasing and contracts to procure
material components, electronics and services. Streamlined competitive
