Profile: Following a ** year career as a senior U.S. Navy Non-Commissioned

Officer (NCO) and a Commissioned Chief Warrant Officer (CWO5), I look

forward to utilizing the skills I have acquired training and leading

sailors as a foundation for continued support of my County. In addition to

the daily training and instruction responsibilities I have had, it has been

my privilege to be selected as the Navy's very first CWO5 in the area of

electronics. This afforded me the opportunity to write or review Department

of Defense and Navy instructions and to develop training for many of the

Navy's senior personnel with respect to Information Assurance (Computer

Security). Having served my country through out the world, I have the

unique ability to share personal observations and experiences acquired by

living in countries in both Asia and Europe. These experiences, combined

with the organizational skills I have attained as a proven leader in the

Electronics Material Officer (EMO)

- EMO for Commander Amphibious Assault Group two,

responsible for training, readiness, and material

condition of all amphibious Ships and Shore Commands in

the Atlantic Fleet. Casualty reports tracking, providing

both written and visual briefings twice weekly.

Arranged training, repair parts, inspections, requested

assistance on a daily basis for over twenty Naval Ships.

All in support of the Nations War on Terrorism.

- Arranged, tracked and insured installation of the

latest micro-miniature repair equipment on all CPG-2

ships saving the Navy over 2 million Dollars for FY 2005

alone.

- Promoted as the Navy's first Electronics Technician

Chief Warrant Officer 5 (CWO5).

2001-2004 Commander U.S. Naval Forces Europe. London, England

Base Level Information Infrastructure (BLII) Action Officer.

- BLII Officer for all Naval forces in the European

theater of operation. Responsible for the planning,

installation and implementation of a 150 million dollar

computer backbone upgrade to support ALL Naval Forces in

Europe.

- Senior Naval Officer in Europe for Computer Security and

Defense, responsible for enforcing Naval policy,

instruction writing and assisting subordinate commands

with compliance.

- Defense Messaging System implementation Manager (DMS),

responsible for the training, instruction, inspection,

and implementation of the Navy's new message system in

Europe.

- Selected for promotion to Chief Warrant Officer 5, one

of seventeen original personnel selected by the Navy

upon implementation of this new rank.

1998-2001 Commander U.S. Naval Air Forces Pacific San Diego, CA

Force Information Systems Security Manager (ISSM)

- ISSM for Commander U.S. Naval Forces Pacific and local

staff. Staff consisted of 750 personnel. The Force,

which ranges from Yokosuka Japan to the west coast of

the United States, contains 147 separate commands with

approximately 125,000 personnel assigned. Further

responsible for training and instructing 750 local

command personnel in computer security, enforcing policy

and practices for the same.

- Selected to be the first computer security manager for

Navy Region Southwest when command implemented. Provided

implementation planning, training, briefings and network

designs for the Greater San Diego area networks.

- CS4 Division Officer, with twenty-four technicians

assigned, responsible for repair and maintenance of All

Communication, Radar's, Ships Tactical Data Systems,

TACAN, and Computers.

with 350 personnel assigned.

- Led Command in Achieving Enlisted Surface Warfare

Specialist (ESWS) Qualifications and training.

commissioning unit for the USS Bunker Hill, the first

Cruiser with the Vertical Launch System (VLS) in the

- Responsible for the day-to-day communication,

maintenance and repair of all Air Field Communications

and supervising four other technicians. And all wind

indicating devices and weather equipment.

- In route to NAS Fallon attended Weather C School at

Chanute AFB, in Chanute IL, which included Weather

Radar, Wind Speed Indicators, Television broadcasting

equipment, and satellite weather recording devices.

Graduated number two in a class of ten.

- Planned, documented, Installed and maintained AN/FPS-106

weather Radar.

Electronics Repair Technician

- Assigned to Operations electronics Division (OE-3)

responsible for the repair and maintenance of all HF and

UHF communications for Command and embarked staff.

- Selected to attend Cryptology Equipment C School (KY-8)

in Fort Gordon GA. Upon returning was assigned as lead

technician responsible for Depot level repair for

Northern NATO Command for all KY-8's on Submarines,

which was located on board USS Holland for NATO.

- Attended the Navy course of instruction that encompassed

four individual phases, A1 through A4 over the course of

from an original class of 52 students.

in San Antonio Texas in transit on Cryptology Equipment

(KY-3), a landline voice communication device placed in

Completed an eight-week self-paced course of instruction
