EXPERIENCE & ACHIEVEMENTS
IT Consulting, Pittsburgh, PA 2009 - Present
. Lydia's Place - Upgraded computers to Windows XP and replaced older
computers with newer computers. Configured computers for access to
network and shared network drive. Installed and upgraded network to
wireless network and created shared printers for network. Upgraded older
computers to XP operating system and repurposed them for use in office.
Installed sound recording device and supporting software, and taught
users how to use the recording device and itunes for sharing interviews.
.
International Business Machines Corporation, Olympia, WA 1999 - 2008
Rational Teaching Architect 2004 - 2008
. Specialized in all the tools especially RequisitePro (requirements
capture and analysis tool). Created templates used by all IBM IT
architects and specialists using Rational tools to build applications for
customers. Over 300 projects used the solution during the first year and
more projects joined in the second year.
System Solution Architect 1999 - 2004
. OMNI (Offender Management Network Information) System Solution Architect
(2002 - 2004) - Led transition of delivery team transition from Houston
to Olympia (50+ people) while delivering OMNI RMI / LSI-R Application
into Production. OMNI Data Warehouse Technical Lead and Project Manager
(2002). After two failed attempts, assigned to build and lead OMNI Data
Warehouse Team. Successfully built team and then implemented Data
Warehouse. Chaired OMNI Phase I & II Architecture Review. Led team of
four architects to review OMNI Phase I Architecture given CritSits and
their resolution. Architects reviewed the OMNI Phase II architecture and
made recommendations for changes in OMNI architecture for Phase II.
. Architected, designed and implemented next generation web-based welfare
system for the State of Washington, Department of Social and Health
Services, ACES Project. Designed to support 9,000+ users servicing 1.3+
million clients daily. Led design and implementation of interfaces from
acesonline to the State of Washington's Department of Social and Health
Services Interactive Voice Response (IVR) system so welfare clients can
obtain status on welfare payments. Solution used XML and Java
technologies.
The Koop Foundation, Inc., Rockville, MD 1998 - 1999
Senior Technical Director/CIO
. Senior Technical director of two successful DoC/NIST's Advanced
Technology Programs (ATP) focusing on healthcare and technology: Health
Informatics Initiative (HII) and Healthcare Objects Library On-Line
(HOLON). HII focused on defining requirements, designing and implementing
prototypes of the next generation of Enterprise Engineering Methodologies
and Tools in the healthcare domain. Acting lead software architect of
HealthQuery System using object modeling techniques to capture and refine
system level requirements.
Corporation for Studies and Analysis, Chantilly VA 1995 - 1998
Senior Systems Analyst
. Created a mathematical simulation of a satellite constellation scheduling
and allocation system using Satellite Tool Kit, MS SQL Server and C in a
Windows NT 4.0 networked environment. Designed and implemented a segment
of the DOD's Computer Aided Training System. Provided NIST/ATP technical
leadership for The Koop Foundation by serving as Interim Technical
Director.
Loral Federal Systems (Formerly IBM Federal Systems Division),
Gaithersburg, MD 1994 - 1995
Senior Systems Engineer/Scientist
. Defined and implemented a project-wide Information Engineering-based test
program for the IRS' Document Processing System Project (Tax System
Modernization Program). Designed add-ons to requirements traceability
commercial product enabled requirements, test cases and software problem
reports to be linked together in real time. This allowed for quicker turn-
around time for impact analysis and regression testing (30% decrease)
Testing approach resulted in high award fees (95+) from the IRS.
IBM Federal Systems Division, Gaithersburg, MD 1983 - 1994
Senior Systems Engineer/Scientist
Global Positioning System Project
Integration Architect 1993 - 1994
Operational Release Manager 1992 - 1993
Workstation Integration &Test Lead 1992 - 1993
. Integration Architect position created as a result of excellent past
performance and technical insight on GPS. Defined and implemented
multilevel integration strategy for the GPS project. Technical leadership
led to most successful software and hardware release to date for the GPS
program (Mission Scheduler Product), resulting in a 60-point increase in
award fee scores.
Special Information Programs
Workstation Engineering &Test Manager 1991-1992
Operational Release Manager 1990-1991
Data Development Manager 1988-1990
Lead Test Analyst, 1986-1988
Associate Engineer/Scientist 1983-1986
. Performed engineering performance analysis using SQL, SAS and provided
report on expected performance of operational software, resulting in 70%
decrease in fix verification cycle time. Designed, implemented, and
tested enhancements to large mathematical simulations programming in
FORTRAN. Designed and implemented solutions and enhancements to:
scheduling and allocation simulation, power and thermal simulation,
Classical Dynamics simulation, mapping simulation.
