I monitored and administered real estate out grants to ensure compliance
with instrumental terms and conditions and public safety. I conducted
quarterly safety inspections of three project commercial concession
operations and coordinated with concession owners, the project land
resources manager, and the project real estate contact at the District
level verbally and in writing to correct negative findings and to
facilitate quality assurance. I advised lessees on problems such as
noncompliance with instrument conditions and initiated formal written
action to improve administration and use of facilities.
I served as the project Shoreline Management Program Coordinator for the
Okeechobee Waterway by planning the detailed steps necessary to manage the
program including directing the work of others assigned shoreline
management responsibilities. I conducted inspections and field reviews of
permitted dock facilities, processed shoreline use permits, and maintained
relations with contractors who construct permitted facilities. I made
initial site visits during which, at times, I met with contractors and gave
them direction in planning their proposals so that their construction fell
within specifications prescribed by the project shoreline management
program. I maintained records in the shoreline management database to
reflect all permit actions, existing and pending. I took action and assured
removal of unauthorized and non-compliant dock structures. I authored
correspondence and made verbal contact to higher authority and other
offices relative to the actions described above. I wrote scope of work and
specifications for four boundary survey contracts, monitored ongoing work,
conducted final quality assurance inspections of the work when it was
complete, and kept project COR up to date on progress.
I developed a Spatial Data Standards for Facilities, Infrastructure, and
Equipment (SDSFIE) compliant database for the project Recreation & Lands
Management Section Geographical Information System (GIS). I gathered,
analyzed, compiled, and then entered data into the database for project
boundary markers, shoreline management permits, water control structures,
and recreation facilities. I inputted and retrieved information from the
computer to facilitate the work of the office. I created maps with data
from the database for employees to use in management of several programs.
I was the Internet Web page manager for the Jacksonville District's South
Florida Operations Office Web
pages located on the district Website, providing project information to the
general public, local, state and federal agencies. I coordinated with
project staff and district information management personnel to keep
information current and accurate.
I was responsible for collecting and compiling data for the project monthly
Combined Monthly Offense Incident Report, and for creation of that report,
which was then forwarded to the District Office.
I maintained a working knowledge of the Operations & Management Business
Information Link (OMBIL) program and I assisted in implementing or
collecting information in support of this program.
I assisted and supported all project team members and the project mission
by correcting, coaching, and advising in matters dealing with on-the-job
tasks in the areas of shoreline and boundary line management, contractor
relations, campgrounds management etc. I mentored and provided guidance to
assist in the development and training of employees. When I found
deficiencies during inspections of project lands and facilities, I
submitted work orders for contractor repair work, and inspected the work
performed to make certain that quality assurance was obtained.
I enforced Title 36 CFR by educating the visiting public on project
purposes, conditions, policies, and regulations. I conducted routine
patrols of project lands and waters to inform and assist the public, to
prevent unauthorized use, trespass and destruction of property, to insure
compliance with rules and regulations, and protection of project land,
water, facilities and other environmental resources. During those patrols,
I made incidental quality assurance inspections of active construction,
repair, and routine maintenance work. I investigated violations, issued
citations, and testified in court. I enforced public safety for the project
with surveillance, maintenance of buoys, signs, and fences. I performed
search and rescue, including missing and lost persons, boating, fishing and
hunting accidents, and rendered first aid to the injured. I worked closely
with other federal, state and local law enforcement agencies.
I developed brochures for public distribution, evaluated and coordinated
improvements and updates for existing brochures and visitor center
interpretive displays.
In the absence of the Supervisory Park Ranger, I frequently assumed that
position which at times involved verifying through liaison with field
elements that pay quantities shown on contractor pay requests accurately
reflected quantities for which contractors were due payment.
As the National Recreation Reservation Service (NRRS) coordinator for the
project, I coordinated the short-range planning and execution of that
recreation and park administration program by maintaining the program in an
operational condition through coordination with the district office,
contractor, and project staff. This included training park rangers and
contract park attendants, assisting administration of the recreation use
fee and contract park attendant programs, and attending training to stay
current with program developments.
I served as the project Visitation Estimation Reporting System (VERS)
coordinator. I monitored and administered visitation tabulation data to
ensure its validity. I was responsible for the compilation of the monthly
visitation reports and maintenance and upkeep of the project traffic
counters. I observed use patterns and made recommendations for changes in
facilities and operational procedures.
I served as the project boundary line inspection and maintenance
coordinator. I coordinated the short range planning and execution of
project boundary line surveillance activities. I established priorities and
scheduled inspections, purchased needed materials and supplies, spot
checked field inspection findings, and identified survey work needed to
replace damaged/missing survey monuments.

assisted in the administration of gate attendant contracts and directing
gate attendant activities by visiting and inspecting contractor
performance, checking partial and final pay estimates for mathematical
accuracy and compliance with contract provisions prior to submittal to the
District Office. I maintained the St. Lucie park ranger patrol boat. I
performed quarterly safety inspections on project fee lands and out-granted
areas. I conducted routine patrols of project lands and waters to inform
and assist the public, identify maintenance needs, correct problems as
appropriate and promote the Corps of Engineers presence on Lake Okeechobee
and the Okeechobee Waterway. I monitored use of facilities, made and
implemented recommendations to improve service, increase efficiency and
safeguard public infrastructure. I developed and maintained working
relationships with local sheriff departments and local Florida Fish and
Wildlife Conservation Commission officers. I maintained a working knowledge
of the VERS, NRRS, and OMBIL programs and I assisted in implementing or
collecting information in support of these systems.
