Antonio
January 2001 to September 30, 2010 - Sr. VP and CFO - Responsible for all
financing, accounting, investing, budgeting, grant solicitation and
administration and contracting requirements for quasi-public real estate
development and port authority. One of primary authors of business plan and
strategic vision for an organization whose primary mission is the
redevelopment of the former Kelly Air Force Base into Port San Antonio
through multiple phase redevelopment plan. Entity has total book assets of
$216M (replacement value over $1B), annual revenue of $40M and annual
capital budget of $20M to $30M.
Developed operating approach with CEO and adopted by Board that turned an
organization with net losses into consistently profitable entity - $4.2M
and $4.9M profit in latest two years.
Developed and sold business strategy to Board that in-sourced management
contract of up to $60M per year and converted organization with 19
employees to 110 employees and saved $1.5M per year.
Developed creative bank construction credit agreement responsible for
financing over $50M in new real estate development.
Initiated two-phased $70M permanent financing plan utilizing State
program - completed initial financing of $38M and currently closing
second phase.
Negotiated federal contract for construction and management services
involving up to $50M in annual billings and supervise related contract
billings and administration.
Conceived of, and successfully obtained three competitive grants totaling
$4.8M and arranged and administered over $21M in grants from stakeholder
entities.
o Supervised ISO certification effort.
Responsible for communicating tax strategies to potential tenants and
developing favorable tax legislation for the entity and its tenants.
Recurring presentations to public Board of Directors; supervision of 4 to
11 staff.
Al Akhawayn University, Morocco
January 1995 (initial month of operations) to September 2000 - Part of an
"Implementation Team" of professionals and faculty from The University of
Texas system selected by the Texas International Education Consortium (a
consortium of Texas system presidents) to implement an inaugural American
college system in Morocco. Held multiple positions including initial
consulting position as Director of Business Services to organize accounting
and administrative areas leading to appointments as Executive Director
Finance and Administration (senior financial officer), Advisor to the
President for Quality Control and Audit and faculty member of School of
Business.
o Developed, staffed and managed all administrative departments
(accounting, budgeting, purchasing, human resources, and maintenance
services) for this start-up university of 1,100 students that grew from
approx. 20 to 302 employees with an annual budget of $15 million and
assets of $60 million. All traditional CFO responsibilities.
o Taught numerous U.S. & international accounting courses for undergraduate
classes.
o Received honorary award from the President and Board of Trustees for
outstanding services to the University. This award was presented in April
2000 at an official ceremony with the U.S. Under Secretary of State and
U.S. Ambassador to Morocco.
Private Practice, Dallas
October 1989 to December 1994 - Recognizing a need with clients at Coopers
& Lybrand, established a private practice that began with two C&L clients
to provide chief financial officer, chief accountant and tax advisory
services in the oil and gas exploration and service industries with assets
in excess of $50,000,000 - one private and one public.
o Represented clients in negotiations leading to mergers, including
determination of exchange values and capital structure. Took one client
public in reverse acquisition of public company.
o Developed financial reporting methodology for client that lead to the
successful placement of a $19 million credit line, successful completion
of a key acquisition and implementation of a business plan leading this
start-up company to revenues exceeding $20 million in eighteen months.
o Developed tax strategies and arguments and prepared annual tax returns
for numerous corporate and partnership entities.
Coopers & Lybrand, Dallas (now Pricewaterhouse Coopers)
September 1980 to September 1989, General Practice Manager
o Provided audit, tax and consulting services for twelve clients with
annual billings in excess of $1.3 million. Primary experience in managing
examinations of financial statements on engagements ranging from 200 to
12,000 hours- management of up to 40 staff. Approximately half of clients
were public and required all normal services associated with SEC
registrants. Major clients included ARCO Exploration and Production (a
Fortune 50 energy company), Sandia Savings and Loan and Sandia Mortgage
Co. (assets of $3 billion), Box Energy and affiliates (public and private
entities involved in oil and gas, real estate, cement and aggregates),
Chaparral Steel (advanced steel recovery and fabrication), Mewbourne Oil
(a group of approximately 50 oil and gas partnerships), 4 additional S&L
and banking institutions, over 20 engagements for the FHLB and FSLIC.
o Special service engagements included preparation of six registration
documents for initial and secondary public offerings, studies for
acquisition due diligence, internal control assessment, system
implementation, procedural compliance and regulatory assistance to
federal banking authorities and carve-out of operating division of
Fortune 50 company with $5 billion in assets for IPO.
o Contributing author to the Coopers & Lybrand Energy Newsletter, member of
panel presentations at firm sponsored technical meetings and course
instructor.
