-Supervised new Rapid Detection Team (RDT) concept of operation that
now incorporates joint Federal and State detection teams providing

Inauguration and the Papal visit in the NCR.
-First assigned member of unit to the NCR's Joint Hazard Assessment
Team that has provided Incident Command responsibilities during such
events as the World Bank conference and 4th of July celebrations on
the National Mall.
-Skilled at implementing the National Response Framework (NRF),
Incident Command System (ICS), Emergency Action Plan (EAP), Incident
Action Plan (IAP), and site entry plan during stressful situations
involving all-hazards or CBRNE specific terrorist events.
CBRNE OPERATIONS SPECIALIST
-Command's SME on HAZMAT/CBRNE entry, monitoring, detection, and
sampling best operating procedures.
-Routinely provided chemical and biological samples for evidentiary
and life safety collection.
-Employed following technologies to detect and identify chemical and
biological samples: PIC, FID, Ramen, Colorimetric, GC/MS, FTIR, and
reagents.

2002-2005 CHEMICAL BIOLOGICAL INCIDENT RESPONSE FORCE
(CBIRF) INDIAN HEAD, MD TRAINING/OPERATIONS CHIEF
-Managed extensive training program for 450 member organization
focusing on military core requirements, emergency response, capability
briefs, and OSHA requirements.
-Managed over $2.5 million worth of resources available to the
Incident Commander while providing response in support of the
suspected Ricin Mail Incident on Capitol Hill.
-Provided leadership and mentorship to over 400 Marines that was
consistently rated as among the best by senior level leadership.
SAFETY/HAZMAT OFFICER
-Inspected facilities worth $4.5 million for OSHA compliance while
completing formal reports for findings; assigned risk categories to
unsafe work conditions or operations. Operations included casualty
extraction, trenching and shoring, respiratory protection, confined
space, welding, automotive repair, decontamination, driver safety, and
crane/overhead safety procedures.
-Lead trainer for 450 members that established unit's first formal
Hazard Communication program
-Conducted accident investigations, completed required reports, and
recommended corrective measures to senior level leadership. All
corrective measures were implemented.

-Personally requested to serve as Logistics Officer for $1.5 million
deployment to Canada training facility three times over the course of
two years. Responsibilities included air and commercial ground
transportation, billeting contracts, food contracts, and training

maintain over 235 end items of CBRNE/construction equipment above 98%
