Fundamental Value-offered Qualifications

I used metrology principles, theories and concepts in accordance with Air

Force Metrology and Calibration Program (AFMETCAL) directives traceable to

the National Institute of Standards and Technology (NIST) as outlined by 00-

20-14 and/or ISO 17025. Analyzing circuit schematics, diagrams, and

detailed drawings to effectively calibrate and certify a variety of complex

precision measurement equipment, instruments, and reference standards

PROFESSIONAL EXPERIENCE

TMDE Laboratory Chief

(Jan 2008 - Present)

Ensures management procedures conform to the requirements of AFMETCAL

traceable to NIST. I supervised 29 technicians who certify TMDE and

developed-conduct training requirements outlines. I developed schedules,

certification capability and lateral support coordination for $8.1M TMDE

account. I authorize responsibilities, authority and interrelation of 31

personnel supporting 9.3K items for 210 customers across 4 air wings.

Coordinate 311 Air Force wide lateral calibration support items that

reduced downtime at 11 bases which eliminated the need for external

support.

. Organized engineers site visit; performed validation/verification on

highly complex calibration process

. Lead Six Sigma and Lean Six Sigma $118K project to reduce equipment

calibration procedure flow

. Used labor-force spaghetti chart to establish calibration work

stations--increased capability by 30%

. Applying test uncertainty ratio calculations to determine suitability

of calibration standards

. Procured 11 new laboratory standards valued at $75K--increased

calibration capability by 15%

. Revised 48 self-inspection checklists program; managed 5 sections/246

open write-ups--completed

. 5 yr coach for youth center basketball/baseball team; fostered

teamwork and sportsmanship

Technician -Supervisor

(Oct 2002 - Jan 2008)

Performed and managed the repair, calibration, and modification of TMDE,

including precision measurement equipment laboratory (PMEL) standards and

automatic test equipment. I directly supervised an 8 member team in the

laboratory's most technically demanding section. As floor supervisor I

supervised the process and the use of TMDE to perform voltage, current,

power, impedance, frequency, microwave, temperature, physical-dimensional,

and optical measurements. Prepared, verified and analyzed maintenance data

collection documentation in manual and automated test measurement

products.

. Developed automated program to convert raw power sensor calibration

data into usable format. Reduced time-consuming manual process by 70%

and eliminated math errors affecting peak power (LabView)

. Revised Flight annual job safety training; coordinated briefings for

all personnel on new requirements

. Forward thinking, utilized computer knowledge to create web pages--one

internal page for flight and one for on-base customers; allowed real-

time status checks on items due calibration, in-work or completed.

Instrumental to new PAMS conversion; built site on AF Portal--allowed

access to off-base customers.

. Primary core tasks trainer of signal generators, counters and computer

based measurements; handpicked to train 3 apprentice technicians in

complex metrology principles in the laboratory's most demanding

section.

. Built Binary-Coded-Decimal (BCD) tester for counters and peak power

meters used at range--expanded lab capabilities to quickly check BCD

output and communication errors. Eliminated year-long difficulty with

could-not-duplicate problems with off-site equipment. PLC.

. Mathematically determining the effect of temperature, humidity, and

other variables on the equipment undergoing calibration, and the

calibration standard used

. Used basic concepts of algebra, geometry, trigonometry, probability,

and statistics to calculate measurement uncertainty

TMDE Technician

(Jan 1988 - Oct 2002)

Repairs, calibrates, and certifies TMDE, including laboratory standards

and manual and automatic test equipment. Assists users to troubleshoot,

repair and maintain automatic test stations. I used TMDE to perform

voltage, current, power impedance, frequency, microwave, temperature,

physical-dimensional, and radiac measurements.

* Waveform Analysis * Electrical Standards *

Physical/Dimensional * Quality Assurance Evaluator

* I have hands-on experience in RF measurements leveled power of 10 MHz up

to 40GHz at 0dbm

* Power measurement DC to 500MHz at power levels of 1KW, Pulse Power 2.5KW,

Low freq 10K volt

* Single Sideband Phase noise mainly up to 26.5GHz -135db floor yet with

waveguides up to 90GHz

* Standard cell monthly cross cell verifications traceable to the 1volt

Paris standard

* Resistance measurements 17ppm; Frequency measurements 3X10^12 GPS; AM /

FM / Pulse

* Vibration / acceleration * Sound pressure levels * Temperature

* Mass * Torque * Optics
