Civilian Payroll Technician
Executed all payroll functions including sole responsibility for over 900
employees, out of a total population of approximately 3,000. Managed
employee payroll and leave accounts of all types, requiring regular and
recurring application of Federal laws, tax regulations and agency policy.
Administered health benefits, retirement and life insurance along with
various types of allotment in accordance with authorized documentation,
such as alimony, child support, tax levies, garnishments and bankruptcy.
Collaborated with Human Resources to apply a variety of appointments and
employment situations (career, career-conditional, temporary, probationary,
intermittent, part-time and separated). Reviewed personnel actions to
verify accurate input before releasing to the Finance Service Center,
modifying and extracting data as needed from the automated system.
Researched in-depth payment histories, reconstructing retroactive gross to
net data to determine under or over payments, as well as correcting prior
year W-2's. Corresponded frequently with staff, union officials, attorneys,
Unemployment Offices, banks, mortgage companies, the United States
Treasury, the IRS and the Office of Workers Compensation. Carried out
internal payroll audits to ensure regulatory compliance and operational
efficiency. Trained timekeepers and conducted semi-annual audits of their
unit records to ensure conformity to agency policy. Provided advice and
instruction to supervisors and service chiefs responsible for approving
leave and certifying timecards. Reconciled and monitored station financial
