Serves as the Deputy Comptroller and shares with the comptroller the full

scope of responsibility for planning, organizing and managing, and

directing the activities and functions of the 502ABW?FM staff and satellite

offices. Responsible for multiple appropriation budget

formulations/execution to include oversight of funding from major commands

(MAJCOMs) cost and economic analysis; commercial services, funds

certification, military/civilian/travel pay, Non-appropriated funds

oversight, base liaison to the bank and credit union, focal point and

liaison for all audits. Joint Base San Antonio is the largest base in the

Department of Defense with over 8,000 employees, supporting over 80,000

personnel, over $10 Billion in plant and equipment, and approximately $850

million budget.

o Implemented Air Force Services Core MIS in 135 bases worldwide (35

over original plan of 100) on schedule and $750K under budget.

Joint Task Force; Guantanamo Bay, Cuba Sep 2003 - July 2005

CHIEF FINANCIAL OFFICER / J8 COMPTROLLER

Managed $120M in Base Operations, Joint Military Intelligence, and

Operations and Maintenance Army funds resourcing 2K+ soldiers at the

United States enemy combatant detention operation. Served as principal

financial

advisor to Joint Task Force Commanding General. Met rapidly changing

resource requirements by directing operations planning, programming and

budgeting, and leading 11-person staff to coordinate with staffs at U.S.

Southern Command, U.S. Army South, FORSCOM, and Department of Army.

Key Achievements:

o Saved $1.5M in needless expenditures by ensuring effective use of Base

Operations funds. Redirected funds to three major projects directly

benefiting organization and eliminated those with minimal benefit.

o Championed effort to improve management controls resulting in highly

effective five-year management control plan, and improved staff

o Initiated implementation of two new financial systems, Defense Travel

System and Resource Management Online, to streamline JTF's financial
