Continually increased in responsibility within HR function as organization
grew from 200 to 850 employees. Supported Goodwill's diverse employee
base which included 6 large social services programs for those with
Developmental and other disabilities, the Battelle Career Education Center,
and operations businesses of Auto Auction, Janitorial Services, Security
Services, plus 4 Retail Stores and 6 Attended Donation Centers.
. In 2008, oversaw transition from one 403b Retirement Plan vendor to
another, including implementing communications program and assisting
employees to sign up, ensuring that all legal and regulatory
requirements were met. Result: Doubled plan enrollment to nearly 200
employees.
. In 2009, oversaw dismantlement of $1.74M 401a Retirement Plan. Worked
with TPA and legal counsel to file all appropriate legal paperwork and
obtain IRS approval to terminate the Plan. Planned and implemented
communications for forms collection from 500 participants, using
mailings, group and personal meetings, and telephone consultations to
explain participant options and obtain all participant distribution
forms. Result: Dismantlement legally and successfully completed by
target date of 12/31/09.
. Ensured that company maintained legal compliance with ERISA for all
benefit plans. Result: Only one citation received for a violation
since 1989.
. Ensured FLSA compliance by administering the wage and salary system
and over 200 job descriptions. Result: Goodwill's job descriptions
successfully used to obtain numerous grants. No complaints or
citations received from DOL for FLSA violations.
. Since 1993, responsible for HR portion of CARF Accreditation process,
resulting in renewal of Accreditation for the company every 3 years.
Result: In 2008, HR practices received Special Commendation by CARF
survey team as model for others.
. Presented benefits to all new employees at bi-weekly orientation.

Supervised 1-3 employees and oversaw maintenance of paper and HRIS
personnel records for company, application process and record-keeping, and
New Hire orientation. Managed Workers' Compensation and Unemployment
claims, FMLA administration, all insurance plans and 2 retirement plans.

Management collection and reminder system. Oversaw annual Open Enrollment
for all benefit plans. Responsible for legal compliance for FLSA, FMLA,

. DOL conducted two FLSA audits and one 403b Audit, with no violations
found. One citation resulted from our own independent audit and self-
disclosure to DOL. Result: Only 1 citation ever received for FLSA,
FMLA, or ERISA.
. In 2003, researched, made recommendations to management, and
implemented the program, working with new TPA. Result: Flexible
Spending Accounts program continues to save payroll taxes for both
employees and company
. Managed project to research and implement the transition and continued
to work with TPA to change our procedures to conform to Self-insurance
regulations. This program remains in place and receives semi-annual
audits with no major citations from State of Ohio. Result: Saved
approximately $200,000-$300,000 in Workers' Compensation annual costs
during first 5 years, after transition from State Fund to Self-
insurance.
. Assisted management to research and implement new HRA high deductible
health insurance plans, working with insurance broker. Communicated
new plans and continually educated employees to understand and utilize
their plans. Result: Over several years, helped company to re-
educate employees to decrease unnecessary usage and gradually decrease
premium increases for health insurance, resulting in NO PREMIUM
INCREASE in 2009.
. In 2003, successfully prepared RFP for new TPA and investment advisor
for 401a Retirement Plan and presented results to Board. Result:
Decrease in investment fees, creating overall increase in assets for
the Plan participants.
