system (Primavera 6.0, Oracle Project Application - OP and Corp of

Engineers Financial Management System - CEFMS) to include work breakdown

structures, critical path method, sequencing of relevant activities, logics

established baseline to assess impact(s) to schedule changes and slippage;

Effectively led a team of 16 Project Schedulers and Program Analyst in

proper scheduling techniques and standards as set forth by USACE Project

Management Business Process (PMBP). Processes included scheduling standards

for Primavera (aka - P2) Updating Project data with Oracle Project

Application (OP) and budget control through the Corps of Engineers

Financial Management System (CEFMS)

Planned, monitored, and controlled over 15 civil works complex schedules

estimated over $1 billion for USACE New Orleans District - Hurricane

Protection Office (HPO), the largest Civil Work project in the history of

the USACE. Projects were based on rebuilding levees, and floodwalls, and

providing 100-year flood protection for the city as a result of Hurricane

Katrina.

Collaborated with Project Managers (PM) and Project Delivery Team (PDT)

members in bi-weekly meetings to gain and provide projects status, and plan

of action and Milestone (POA&M) efforts. Utilized Earn Value Management

(EVM) as a "risk Mitigation" tool to keep project progressing on schedule

and cost as budgeted. Provided strategic approaches to PM on PMBP best

practices, PDT meeting(s) inputs and historical data to assist with getting

the project back on schedule.

Developed and implemented a quality control program to monitor all ongoing

projects schedules for PMBP compliance and data quality standards. The

quality control program has resulted in a 95% favorable for the (USACE)

scorecard. As a result of implementing this QC program HPO has achieved and

maintained "Green" for all categories on the balanced scorecard.
