DETAILED PROFESSIONAL EXPERIENCE
KBR – KELLOGG BROWN & ROOT – August 1981 through January 2008
KBR LOGCAP III PROJECT – January 2004 through January 2008
THEATER PROJECT CONTROLS MANAGER LOGCAP III HEADQUARTERS,
BAGHDAD, IRAQ
Provided program level leadership and technical guidance to Logcap III Project Controls
staff at all sites across Iraq, Afghanistan, Kuwait, Dubai, Djibouti and the Republic of
Georgia. Staffing for Project Controls Theater wide included up to 300 proposal
estimators, estimators, schedulers, cost and closeout personnel. Responsible for
managing multiple task order budgets in excess of $14.2 million per day across the
program. Monitored and provided guidance on LC3 cost and other reporting systems to
ensure data accuracy and integrity for cost reporting and all other project controls
systems. Coordinated with Arlington corporate office and Houston support office to
ensure efficient, accurate cost reporting and estimating. Responsible for Project Controls
training and succession planning with Program and Project Management. Conducted site
assessments to assure processes were being followed and provided site support for
Government audit activities. Assured that contract requirements were being met.
Monitored the cost report for the entire Theater at a summary level for accuracy and
timeliness and assisted with development of corrective action plan when problems
surfaced. Provided support for the Award Fee Board, BOE analysis, proposal analysis
and cost avoidance identification.
LEAD COST SPECIALIST – LOGCAP III, CAMP ANACONDA, IRAQ
Responsible for all aspects of cost control including bi monthly cost reports,
evaluation/verification of database, forecast analysis, variance identification, training and
development of new controls personnel, assisted with ROM scrub, requisition coding and
tracking, timesheet coding orientation for new employees, verification of bank reports and
petty cash payments, analysis of Houston generated cost data. Responsible for the
supervision of four cost specialists and one administrative assistant.
SENIOR COST SPECIALIST – SHELL OP2 DEBOTTLENECK PROJECT, DEER
PARK, TEXAS
Cost control responsibilities included subcontract forecasting and variance identification
and preparation, equipment schedule forecasting, overhead and indirect analysis,
commitments, material analysis, preparation of monthly Project Status Review and other
monthly reporting requirements. Supervision of lower level cost specialists and training
and development of entry level cost personnel. IPMS was the cost reporting system
utilized on this project. The Project consisted of approximately four million man hours
and $412 million dollars.
COST SPECIALIST – PHELPS DODGE MINE FOR LEACH PROJECT, MORENCI,
ARIZONA
Responsible for all aspects of cost control which included forecasting and variances,
accounting reconciliation, monthly closeout reports, commitments, deviation notices,
variance estimating, wage rate analysis, subcontract analysis and overhead analysis..
Supervision & development of associate cost specialists. Responsible for Project close
out requirements by the Client and Home Office. The Project consisted of approximately
1.1 million man hours and $220 million dollars.
COST SPECIALIST – PHENOCHEMIE PHENOL/ACETONE PRODUCTION PLANT,
THEODORE, ALABAMA
Project was a joint venture EPC phenol plant totaling over two million man hours and
$236 million dollars. Responsibilities included equipment schedule management and
forecast, total reporting and forecasting responsibilities for the following field crafts:
concrete, structural steel, piling, grout, building, instrumentation, insulation and paint.
This included material analysis and forecasting, project deviation notice management,
wage rate and productivity analysis, quantity analysis and required variances.
Responsible for preparation of monthly reporting requirements including financials, for
overhead and indirect and subcontract budget analysis and reporting, accounting,
payments and necessary adjustments within the IPMS system and for the cost/accounting
reconciliation and related monthly close out activities.
COST SPECIALIST – PHELPS DODGE SX/EW EXPANSION PROJECT, HANOVER,
NEW MEXICO
Responsible for all cost related activities on a Phelps Dodge Expansion Project and
seven sub projects consisting of approximately 400,000 man hours. Responsibilities
included normal cost activities in addition to maintenance of change order and variance
man hours and costs, PDN tracking, back charge coordination, contingency
management, preparation of estimates for added work and weekly and monthly reporting
requirements. Responsible for cost related data for the Final Job Report.
MAJOR EQUIPMENT ASSISTANT – BOISE CASCADE J 3 PROJECT, JACKSON,
ALABAMA
Assisted in coordination of all tagged equipment deliveries. Communicated equipment
requirements to vendors and expedited existing orders. Tracked all onsite tagged
material. Wrote and processed requisitions for any field requested materials related to
tagged items. Entered pipe material take offs in IPMS.
COST CLERK – GEORGIA PACIFIC RECYCLED LINERBOARD MILL, BIG ISLAND,
VIRGINIA
Responsibilities included cost coding of timesheets, requisitions and petty cask vouchers.
Prepared and input variances into cost control system and maintained variance log.
Prepared weekly progress, trend analysis, labor wage rate, premium analysis, budget
performance and work hour comparison reports. Prepared all required monthly and
weekly management reports. Balanced cost system to accounting system. Prepared
labor corrections, assisted with job closeout and preparation of the final job report.
COST CLERK – PHELPS DODGE SX/EW FACILITY, MORENCI, ARIZONA
Responsibilities included preparation and maintenance of subcontract cash flow and
Houston purchase order cash flow, developed and maintained tagged equipment list,
preparation of variances, cost coding of purchase requisitions, subcontracts and time
sheets, tracking variances, project deviation notices and back charges, preparation of job
close out data including charts and graphs.
SUBCONTRACT ADMINISTRATIVE ASSISTANT – GHENT GENERATING STATION,
GHENT, KENTUCKY
Assisted subcontract administrator in preparing request for proposals, coordinated
communications, established and maintained subcontract documents, preparation of
monthly status reports, coordination of technical documents and data transmittals,
preparation and distribution of close out notices and final disposition of subcontract files.
Prepared change order requests.
PROJECT ADMINISTRATOR – SPRINGERVILLE GENERATING STATION,
SPRINGERVILLE, ARIZONA
Responsibilities included coordination of administrative service activities and personnel.
Supervised clerk pool. Assisted in implementing administrative policies and procedures
