CAREER SUMMARY:
Thirty two successful years of increased responsibility performing Military
and private sector leadership/management. Eighteen years of experience
managing combat unit readiness, force structure, and stationing.
Personally redesigned Military force structure, both manpower and equipment
to improve unit readiness, its ability to deploy rapidly, and improve its
lethality. Eleven years of management experience overseeing a diverse
workforce of military, civilian and LNs with a budget of over $14M. Since
retirement, I have supported the military as a consultant to Department of
Defense (DOD) Activities. Have conducted both routine and as required
briefings to all levels of military commanders (US Army Europe, US European
Command, and Department of Defense) and congressional staffers.
EXPERIENCE/ACCOMPLISHMENTS:
March 2010 to July 2010: Management Analyst, Sektor Solutions: Short term
project to develop proposals to compete for upcoming contracts with the
Department of State. I was responsible for analyzing requirements and
developing proposals incorporating prime and subcontractor information
ensuring proposals were complete, accurate and formatted correctly. I met
with corporate staff and subcontractor representatives to obtain
information, developed formats for data incorporation, compiled data and
wrote the proposals for signature by the Corporate President and submission
to Department of State.
March 2009 to September 2009: Senior Force Management Analyst, Global
Security &Engineering Solutions, L3 Corp: Review and analyze Command and
Control (C2) Headquarters management practices, identify inefficiencies and
recommend measures for improvement. Utilize the Baldrige Criteria for
Performance Excellence to evaluate/measure strengths and weaknesses of
Unit's C2 practices and provide recommendations, tools and instruction as
necessary to enable the Unit to improve performance.
July 2006 to Aug 2008: Management Analyst for MPRI and Booz Allen Hamilton
working at Campbell Barracks, Heidelberg, Germany: Perform program
management duties over manpower and logistics programs directly impacting
soldier performance and readiness. Responsible for evaluating impacts of
DOD directed changes especially as it impacts unit readiness and develop
long and short range plans for re-organizing, resizing, and re-stationing
units to comply while maintaining the ability to deploy rapidly and perform
wartime missions. Conducted management study for Director of Human
Resources to identify and resolve issues with the assumption of additional
duties involved in processing APO mail. Integrated the mail functions into
the HR staff and identified additional positions necessary to successfully
perform the mission.
September 2003 to July 2006: Chief, Operations Br, United States Army
Force Management Support Agency, Ft. Belvoir, Va, GS 14: Managed all
aspects of operations for the Agency including the timing, format, content,
and locations of all briefings to the Army G3 (Operations) staff.
Developed, tested and fielded computer systems to enhance the tracking of
unit readiness as units underwent force structure changes relating to
transformation. Reported weekly to the HQDA Director of Force Management
on progress of transformation within the Army. Tasked other divisions and
outside agencies as required, monitored and reconciled task accomplishment
and consolidated responses to provide the consolidated Agency response.
May 1986 to September 2003: Chief, Force Management Division, Logistics
Management Specialist, Management Analyst, Program Manager for HQ USAREUR,
G3 at Campbell Barracks, GS 12 - GS 15: Increasingly responsible
positions ending as Chief of Force Management Division (GS15) reporting
directly to the USAREUR G3 (Major General) and Chief of Staff. Budgeted,
managed, and directed the actions of over 40 Action officers performing a
variety of missions to ensure that all USAREUR units were properly
structured, equipped, manned, based, and trained. Coordinated the fielding
of new equipment and training; developed, coordinated and accounted for all
USAREUR unit structure; maintained the USAREUR force accounting system;
managed the USAREUR Unit Tracking System; and tracked unit readiness for
all USAREUR units. Regularly briefed force structure issues to the USAREUR
Commander and to HQDA G3. Briefed the status of unit readiness monthly to
the USAREUR Command Group and through EUCOM to DOD. Chaired equipment
fielding conferences with USAREUR major units and Program managers ensuring
that the fielding of new equipment was accomplished efficiently and
effectively. Regularly reviewed HQDA plans and policies for impacts on
USAREUR force structure, readiness, and stationing and prepared CG USAREUR
response, usually requiring a 24 hour return. Briefed the USAREUR G3 daily
on issues requiring rapid responses.
Apr 1985-May 1986 Logistics Management Analyst, Army Materiel Command,
Europe (AMC-E), Seckenheim, Ge, GS 12: Developed new equipment staging
sites for AMC-E. Surveyed potential sites and determined feasibility for
adaptation of sites for use as a central staging site. Developed cost
estimates for required upgrades and coordinated with the Corps of Engineers
to develop the selected locations. Monitored the performance of existing
staging sites to identify trends and make recommendations for improvement.
Coordinate with HQ USAREUR and subordinate commands to ensure USAREUR units
arrived at the staging sites in a timely manner to receive necessary
training and pick up new equipment.
August 1976 to May 1986: Transportation and Logistics Management Analyst
for the Army Materiel Command, Various locations (Texarkana, Tx;
Chambersburg, Pa) GS 12: Held positions of increasing responsibility
relating to the movement and resupply of Army troops and equipment.
Developed the plan for consolidating routine shipments for overseas units
being fielded new weapons systems. Planned and implemented a tracking
system to ensure that all required parts were prepositioned and packaged
for delivery to the unit to coincide with delivery of the major system.
Reviewed higher headquarters directives and developed command responses.
Studied long range plans and developed/revised command plans to
coincide/comply with rapidly changing environment. Tracked readiness of
Army Depots and managed the expenditure of second destination
transportation funds. Was appointed as the Depot Systems Command, career
program manager for transportation, responsible for managing the career
development of junior transportation specialists throughout DESCOM.
Developed policy for the depot transportation offices. Monitored, tested,
and developed changes to the Standard Depot System, the computer system
used for Depot operations at all CONUS and Overseas Army Depots. Trained
new users on the operation of the system, especially the transportation and
supply modules.

Qualifications:
Nineteen years of management analyst experience covering all combat, combat
support, and combat service support force structure, unit readiness, and
equipment fielding. Coordinating operational plans with real world
realities to ensure units received the right people and equipment at the
right place and the right time.
Ten years Logistics management/Systems Analytical experience developing
computer operating systems for depot operations and ensuring the
implementation through instruction, monitoring compliance, and reconciling
differences.
Eight years of supervisor experience over a diverse workforce of military
officers and enlisted (LTC and below), GS Civilian (GS14 and below), and
Local Nationals.
Four years program manager experience as the Deputy and Chief of Division
in USAREUR G3 managing Readiness reporting, unit stationing, force
accounting, force structure, and equipment fielding.
