Evaluation Center (AFOTEC) CBRNE tests on schedule and within budget.

o Aggressive program investigation, intuitive workload assessments, and calculated customer

marketing resulted in modification to the Engineering, Technical and Evaluation Services task

order raising the monetary ceiling of the task order by $3.5M.

Accomplished feasibility studies and engineering estimates, and developed white papers focused on

Deputy Chief Information Officer – Office of the Special Trustee (OST), Department of the Interior (DOI)

- Albuquerque, New Mexico - 5/2002 to 1/2006

Led the requirements definition, systems design and implementation of DOI’s Indian Trust Systems. Managed

directly and through subordinate supervisors, a blended Federal and contractor work force in delivering optimum,

secure IT services. Led the mission needs identification, IT systems design, and systems certification and

accreditation of OST's business management systems. Conceptionalized, authored and led the implementation of

OST's capital planning, system life cycle development (SDLC) and information systems security policies and

procedures.

Key Results and Achievements:

As program manager, successfully developed and implemented the DOI - OST $7M financial lockbox

for the collection of Indian Trust funds and DOI’s $4.5M enterprise information portal initiative.

o Reduced revenue deposit times from days to hours; increased interest earnings dramatically.

o Delivered integrated, one-stop information access across the enterprise.

Created and implemented an Indian Trust Systems modernization blue print, using the Federal

Enterprise Architecture framework, and OMB Exhibit 300 business cases for the $15M DOI

investments.

and metrics defining a roadmap to achieve and maintain CMMI level III certification.

Guided the successful development of functional systems’ specifications and design for the land/title
