2007 - Present Office of the Under Secretary of Defense (Military Personnel Policy), Pentagon, Washington DC.
Assistant Director, General and Flag Officer Management. Serves as the point of contact within
the Secretary of Defense for all matters concerning one and two star active, reserve, and National Guard
General and Flag Officer Matters. Primary duties include developing, coordinating, promulgating, and
interpreting Department of Defense policies and procedures for General and Flag Officer management.
Develops and processes General and Flag Officer nominations, officer promotions and appointments packages
for the Deputy Secretary of Defense, Secretary of Defense, the President, and the Senate. Coordinates with the
Services, Office of General Counsel, Joint Staff, White House Military Office, National Security Council, and
Congressional staffers on applicable management policy and statutory revisions.
Reviews General and Flag Officer personnel polices of the Military Services and recommends change to ensure
compliance with existing public law and Department of Defense polices. Assists with drafting legislation as
required by Congress or the Office of the Secretary of Defense. Writes, revises and coordinates on Department
of Defense Directives and Instructions pertaining to General and Flag Officer promotions, retirements, GFO
joint officer assignment waivers, and other personnel matters. Serves as the functional expert for all General
and Flag Officer (active and reserve) actions on retirements, promotion nominations, and frocking requests.
Reviews and prepares all one and two star General and Flag Officer joint qualification waivers.
Uses a “Customer Relationship Management” approach to train new personnel by introducing them to the
systems, processes, and procedures available to assist them in processing General and Flag Officer actions.
Trains actions officers from the Services, Joint Staff, and various customers of interest within the Department
on all facets of nomination processing to include assisting customers with implementing new legislation
resulting in the issuance of additional Department of Defense policy.
Maintains the actions database to monitor processing timeliness and the status of each action processing within
the Department of Defense, White House, and/or the Senate, in order to keep customers through out the
Services up to date on the status of their very high visibility actions. Serves as lead subject matter expert when
transitioning to a web based database platform.
Proposes, coordinates, and conducts analysis on all legislative issues related General and Flag Officer issues.
Assists in overseeing internal and external studies pertaining to General and Flag Officer management and
requirements. Responds to all correspondence taskers and inquiries concerning General and Flag Officer from
the White House, Congress, Officer of Management and Budget, the General Accounting Officer, and other
Federal Agencies; and constituents.
2006 - 2007 The Joint Staff, Pentagon, J1, Joint Manpower Division, Pentagon,Washington DC.
Branch Chief & Program Analyst, Joint Officer Management. Supported the Department of Defense
Strategic Plan for Joint Officer Management and Joint Professional Military Education by
implementing initiatives for Active and Reserve Component officers to receive credit for joint duty
wherever the experience occurs in direct response to the contingency operations; these initiatives
allowed Reserve Component officers for the first time in history to obtain joint experiences and
ultimately gain joint qualification. Co-lead a working group that wrote and delivered the
implementation plan to Congress in April 2007, in response to the 2007 National Defense
Authorization Act . Developed procedures and conducted general/flag officer panels. Co-developed
and conducted live and video teleconferencing training sessions with the Combatant Commands and
the Services.
Served as an expert on legislative actions that affected the execution of Joint Officer Management and priority
Joint Staff requirements. Provided advice resolving matters of policy interpretation and introduced changes in
program requirements and procedures. Developed and implemented directorate wide plans, policies, and
procedures for Reserve Component affairs areas that support Department of Defense and Joint Staff.
Maintained liaisons with Assistant Secretary of Defense for Reserve Affairs, Office of the Secretary of Defense
(Military Personnel Policy), Members of Congress, Congressional committees, and Congressional staffs and
provided information regarding Department of Defense policies, programs, operations, and activities related to

Coordinated with senior military and civilian officials within the Services, Office of the Secretary of Defense,

2002 - 2006 Assistant Secretary of the Army (Manpower & Reserve Affairs), Pentagon, Washington, DC.
Mobilization Action Officer / Program Analyst. Served as a Mobilization Program Analyst to the
Assistant Secretary of the Army for Manpower & Reserve Affairs (ASA M&RA), who was responsible
for monitoring, analyzing, and evaluating programs and policy dealing with unit planning and
utilization for reserve components and assuring that the Secretary's Title 10 United States Code
responsibilities concerning unit planning and utilization were met. Served as the expert and
consultant on the Army's unit planning and personnel utilization of Reserve Forces to the Assistant
Secretary of the Army for Manpower and Reserve Affairs. Oversaw and provided the Assistant
Secretary of the Army (Manpower and Reserve Affairs) briefs which resulted in the mobilization of
over 125,000 Soldiers in support of Operations Enduring Freedom, Iraqi Freedom, Bosnia, Kosovo,
and the Siani.
Determined and formulated appropriate Army positions on issues with the Office of the Secretary of Defense,
Joint Staff, and US Forces Command and established a clear basis for Army policy. Critically analyzed and
evaluated Army Reserve personnel utilization, master plans, policies, and operations. Furnished and interpreted
highly advanced technical guidance and information to top level Army, Office of the Secretary of Defense and
Joint Staff. Served on panels and committees concerned with Army utilization and manpower plans.
Established and conducted joint studies with Office of the Secretary of Defense, other military departments and
Government agencies on master planning and manpower protocols for reserve personnel. Studies were aimed at
developing uniform systems to support improved utilization of Army manpower and reserve affairs while
providing plans for mobilization and demobilization requirements. Led the Assistant Secretary of the Army

Mobilization Staff Action Officer, Army Operations Center Crisis Action Team. Mobilization
Staff Action Officer and primary element in the Army Operations Center at the Pentagon assigned to the Crisis
Action Team, responsible for the coordination of U.S. Army Activities worldwide after the terrorist attacks on
September 11, 2001. Processed mobilization requests for Reserve Component units and individuals in support
of wartime and peacetime operations. Maintained the Department of the Army Mobilization Record Database.
Prepared daily situation briefs and narratives presented to the Secretary of the Army and Army's senior
leadership. Coordinated Army mobilizations activities with Army, Joint Staff, Department of Defense, and
federal staff agencies involved in support of Operations Noble Eagle and Enduring Freedom.
Re designed the Mobilization Record Database and created new reports by working with the Command and
Control Support Agency, which provided information technology support, to automate and customize the
system that tracked all mobilized reserve component units and individuals in support of the Global War on
Terrorism, as well as ongoing operations in Kosovo, Bosnia and the Sinai. These enhancements provided
accurate and timely information to the Army leadership, while it eliminated maintaining multiple spreadsheets
and errors caused when the multiple reports were consolidated.
ORGANIZATION DEVELOPMENT AND QUALITY MANAGEMENT
1993 - 2001 UniGroup, Inc; Parent Company of United Van Lines and Mayflower Transit, Fenton, MO.
Manager of Training and Distance Learning Development . Designed and developed the corporate
online intranet-training environment, UniGroup University. Designed and developed training
distributed online, in the classroom and through blending learning, incorporating both delivery
methods. Partnered with SkillSoft to incorporate their commercial off the shelf (COTS) courses into
UniGroup University. Developed and managed customized curriculums for employees at corporate
headquarters (approximately 1,200 people) and 1,000 trainers throughout the United States, based
on job and required training for the employee’s position. Designed and developed the corporate
intranet training standards for internal courses. Designed, developed and conducted corporate
training for department trainers that would allow them to create training and delivered online through
UniGroup University. Oversaw, managed, and imputed course information into the learning
management system (LMS).
Supervised and conducted week long train-the-trainer workshops to agency personnel utilizing a
propriety video-based program. Supervised trainers responsible for all internal training conducted at
corporate headquarters for executives, managers, and employees. Supervised trainers who
designed, developed, and delivered Van Operator Training Workshops throughout the United States.
Designed, developed, and delivered numerous presentations, breakout sessions, focus groups, and
panel discussions for audiences up to 250 people. Designed, developed, and delivered online Video
Teleconferencing training to the 1,000 agency locations. Managed eight team members consisting of
