I am the Corporate Quality Analyst in support of a contract to review and
report Security Control Assessment (SCA) for all the Department of Veterans
Affairs (VA) wide Information Technology. I serve as the Configuration
Manager for all documentation, software and testing requirements to support
the onsite VA review (640 total on first year of the contract). I
developed ISO 9001:20008 Process Controls for all areas involved in this
effort. This included developing a control and tracking process for all
automated Systems Change requests for our internal Database and I
established a CMMI level 3 Change Control Board (CCB). I am the co chair
to the CCB to approve and prioritize all Information Technology (IT)
changes. I developed the CM database and serve as the systems administrator
for the automated Configuration Management Control System ~ Privia
(SharePoint) process within the working group (45 users). I provide
guidance and direction, and am the final authority for all Quality
Assurance issues that support this $40 million contract. I review and
approve all completed deliverables prior to release, to ensure compliance
to contractually mandated guidelines. I serve as Project Level CMMI
specialist, to successfully develop and accomplish documentation for CMMI
Level 3 recertification. Both of my completed SCAMPI PIDDS (B & A) were
accepted at first independent audit review during our recent CMMI Level 3
recertification. My documentation process's where recently
selected/designated as "company wide best practice". The successful
completion of my duties requires a thorough knowledge of ISO and CMMI
policies and practices.
2-12-01 - 10-20-07 Quality Assurance Manager, ASR International,
Hauppauge, New York
Serve as the On-site Quality Assurance auditor in Front Royal, Virginia. I
oversee and control the implementation and Quality Process Controls of a
major US Postal Service contract for Mail Transport Equipment (MTE). I am
required to interface with the Operating Contractor to develop data and
reports dealing with quality trends, workload and compliance analysis and
problem resolution on a daily basis. Further, I provide guidance and
direction to USPS management in assessing quality systems and recommending
improvement actions/options in Production areas. I am required to travel
periodically to audit, review and analyze the operations of any one of the
21 other MTESC sites (in major cities throughout the US). The
accomplishment of the above duties requires a comprehensive knowledge in
ISO, Quality Assurance methodologies and concepts plus the ability to
interpret contractual obligations and requirements. This position
periodically requires a "hands on" approach and necessitates my working the
production area floor to supervise and accomplish in process production
audits in a 244,000 square foot plant. Supervise 11 Quality
Inspectors/Clerks.
2/1992 - 9/1999 Quality Assurance UNIcorp Electronics, Petersburg
Virginia
UNIcorp manufactures sophisticated and complex electrical cable assemblies
for various Department of Defense weapons systems applications and
communications equipment.
I was the Chief Assistant to the Director of the Quality Assurance
Department. As such, I was assigned a myriad of oversight duties which
required a comprehensive expertise in various Quality Assurance
disciplines, to include contract review and analysis, workload scheduling
and tracking procedures, statistical analysis (Statistical Process Control
- SPC and Pareto Analysis) development and review. Further, I completed all
required testing and authored all First Article test reports using MIL-STD-
130. I planned and developed the ISO/ANSI conversion documentation and
processes for the entire Quality Assurance and Manufacturing operations by
writing complete Process Instructions for all inspection and manufacturing
areas within the factory. This required a comprehensive knowledge off all
inspection processes under the existing MIL-I-4528A, MIL-STD-2000, MIL-STD-
2000A and the ISO/ANSI 9000 series. It was further complicated by the
requirement to meet additional contractually mandated Military
specifications and standards. I supervised 15 Quality Assurance Inspectors.
11/1970 - 9/1992 Management Analyst-Project Manager (GS-14) Defense
Logistics Agency Alexandria, Virginia
Working directly for the Executive Director of Supply Operations (Brigadier
General Level) I provided support in the areas of: personnel management;
developing rationale and resourcing strategies; budget data development;
and resource requirements justification for new and ongoing business
initiatives and supporting Automated Information Systems (AIS). . I
completed detailed and demanding long and short-term research to support
and justify development and deployment of several major AIS programs for
implementation DOD wide. I was the Program Manager for and successfully
completed and deployed the DLA Automated Inventory Management System (AIMS)
in 1992. This program was developed at the cost of over $6,000,000.00 and
resulted in long term DOD stock investment savings of $36,000,000.00 over
its life cycle. The successful completion of this project required a full
range of Business development, budget, and contracting expertise. Several
of the implementation stages were "contracted out" on either FFP or CSP
type contracting vehicles. This required that I complete the required
Statement of Work (SOW), and supporting documentation, to detail the
specific deliverables. Obtained Contracting Officer Technical
Representative (COTR) certification and was authorized/granted DOD
signature authority for expenditures of $250,000.00 per line item (CLIN)
with overall signature authority of $1,000,000.00.
Developed/implemented/taught a DOD wide Competency Based Certification
(CBC) program for over 6000 Defense Logistics Agency (DLA) warehouse
employees. This involved developing a SOW for contractor support,
traveling to multiple locations within the DLA to develop and ultimately
teaching the system. Involved serious discussion/negotiation with high
level Union representatives to insure a seamless transition of the program.
