ACCOMPLISHMENTS:
Instructional Systems Design / Project Management
Northrop Grumman Mission Systems hired me because they were new to e-
learning and wanted to grow. I performed an Organizational Assessment and
found that their process was inefficient, behind industry standards, and
the customer was unhappy and threatening to terminate the contract. I
mentored and trained the teams to improve process. I collaborated with the
client to show we were improving and involved them in the process. In short
time, I expanded the Northrop Grumman Distance Learning team from 5 members
at 1 Army installations to 45 members at 6 Army installations by
establishing a hub system, restructuring the team, and training and hiring
of new members. By working closely with the client for follow-on work and
seeking new clients I wrote proposals and won over $12 million in new
projects in one year.
A client hired a huge defense contractor to develop a new program of
instruction for their technical school. The contractor was running them
over and developing subpar page-turner courses that were loaded with ISD,
technical and grammatical errors. Storyboard and Beta lesson reviews were
taking up to 20 hours to quality check and were overwhelmingly sent back as
failed. I established a Quality Control standards matrix to evaluate common
errors with specific solutions for correction. I mentored the contractor's
designers to improve the instructional design of their work. Lesson reviews
were cut down to two hours or less and the interactively level of the
courses increased. My client launched the new program on time when
projections had them months behind.
Advanced Micro Devices hired me to design and develop web-based courses.
Courses had traditionally been classroom based and took the worker away
from their tasks in the clean room where they were making computer chips.
AMD had one web-based course when I was hired. In one year, I had developed
10 new courses and put into place a culture and system for further course
development. An audit showed the 10 courses would save AMD over a million
dollars by allowing the worker to take courses at their stations in the
facility as they had down time.
Business Development
Alelo, a young company, recruited me as a Vice President to bring my
instructional design credentials and ability to establish a business
development pipeline. Alelo had no formal system for tracking and winning
new business. They relied on follow-on work from their first and only
contract. I established a capture plan, business development tracking
system and multi-year strategic plan. I wrote core proposal materials when
none existed. I improved their instruction design process and documented it
for proposals. The result was Tactical Iraqi won the 2007 I/ITSEC Serious
Games Showcase & Challenge and began winning new work with different
clients. The company name was changed as well since I moved the company
from being a narrow language-learning designer to a broader serious games
designer.
Camber Corporation hired me as a Distance Learning and Business Development
manager. Camber was a young growing team who had a sound Instructional
Design process and was capable of producing advanced (game based) e-
learning but had no plan for the future. Teams were spread around the
country and autonomous. I developed Camber's 5-year strategic business
development plan for the Training and Technology Division to unite multiple
company sites and teams. I used my expertise as an Instructional Designer
to streamline process and increase efficiency. I created an extensive
marketing plan and materials. I wrote winning proposals. We won new work
and Camber more than doubled revenue each year.
Organizational Assessment
A client contacted me because they wanted help in learning how to price e-
learning. They had had the same client for 20 years and e-learning was a
side item on a larger contract. I was hired to perform an Organizational
Assessment and Functional Area Analysis using interviews, documentation
review and observations. The analysis indicated that they had worked in a
vacuum for so long that there process, employee skills and organization
structure was hindering their ability to compete, not just pricing. I
developed a plan to hire new key people with up to date specialized skills,
reorganized the division and revised the design process. My client won a
new client 3 months later.
Front End Analysis
A client contacted me when they were handed a Front End Analysis as part of
a larger contract. The Government fired the previous contractor and my
client had never performed an FEA. I developed the FEA plan and an
Integrated Master Plan complete with detailed process descriptions and
protocols. My client successfully completed the project, won follow-on work
and has won similar work with new clients.
Qualitative Research
I recognized graduate students were confused because there was no clear
method on how to do research for a dissertation. Rigor was not applied to
qualitative research. I relied on Instructional Design skills and wrote the
innovative research methods book, Interactive Qualitative Analysis (IQA),
outlining a system approach to qualitative research. IQA provides detailed
process and protocols for doing research. As a result, I was hired to teach
a graduate level advanced course at the University of Texas. In an
unprecedented 2000 man-hours of development, I again applied my ISD skills
to develop the course. The course utilizes text, an interactive CD-ROM
tutorial, lesson plans, practice exercises, online resources and discussion
boards. The purpose of the course is to provide the student with the
background, tools, and methodology needed to perform an interactive
qualitative research project and to analyze the results of the
study. Students actually write a full dissertation in one semester. I have
graduated nearly 100 PhDs who have used my methods.

States Army Military Police School (USAMPS) FAA. Performed an international
study of the Military police with over 700 survey responses (70,000 data
points) and nearly 400 interviews conducted at 15 installations in the US

database for efficient use of data organization and retrieval. Trained a
