Terminal Engineer / Project Manager (1998 - 2010)

Accountable for a broad spectrum of critical activities for Florida Light

Products Terminals.

1) Provided engineering and project management for projects to improve

operations or meet regulatory compliance requirements, resulting in lower

cost, quicker implemented projects, increasing income from operations.

2) Prepared Decision Support Packages (DSP's), reviewed and coordinated

project design and bidding, prepared cost estimates, schedules, contracting

plans and submitted Appropriation Requests to obtain funding.

3) Created Purchase and Service Orders using SAP and ARIBA; provided

monthly updates to management on status, schedule, and safety using Project

Controls Database.

4) Inspect work to ensure compliance with plans and Safe Work Practices,

process invoices for payment and conduct Pre-Startup Safety Review to

ensure work is ready for service.

. Established alternative to State of Florida Containment Requirements,

secured Equipment and Alternate Procedure Approvals from Department of

Environmental Protection, saving approximately $9M / terminal and

reducing storm water runoff.

. Developed and implemented plan to change piping for ethanol sales at

Port Everglades Terminal allowing the ability to sell blended gasoline

5 months earlier than originally planned, resulting in over $3M

increase to revenue.

. Eliminated $120K Impact Fees, initially assessed for terminal

expansion project, by negotiating with Broward County, FL.

. Eliminated $50K Notice of Violation through negotiations with Duval

County, FL DEP.

. Managed design, permitting, bidding, contracting and construction of

$1.8M sea wall in Panama City, Florida - completed on time, within

budget and without incident, while keeping facility operational the

entire period.

. Managed design, permitting, bidding, contracting and construction of

$2.5M storage tank in Panama City, Florida - completed on time, within

budget and without incident.

. Initiated design changes to existing under sized Vapor Recover Unit by

installing vapor assist blower and chiller to meet current loading

requirements, saving approximately $1.0M vs. option of installing new

VRU.

. Led engagement sessions with all High Risk Contractors working in

Chevron's Florida Terminals on Contractor Health, Environmental and

Safety Management (CHESM) process. Developed and tracked Key

Performance Metrics, conducted Periodic Performance and Work In

Progress reviews as CHESM Contract Owner for General, Electrical,

Painting, Tank Cleaning, Fire Protection Contractors and Design

Consultant.

. Managed American Petroleum Institute (API) Internal tank inspections

and repairs to API 653 standards.

. Stewarded Incident Prevention System (IPS) by conducting Job Safety

Analyses, Loss Prevention Observations and Near Miss / Incident

Investigations.

Retail Engineer (1991 - 1998)

Managed design, permitting and construction / major renovation of Service

Stations in Georgia, Florida, and California.

. Proposed off-site ditches for storm water conveyance in Stockton, CA,

rather than piping. This increased flexibility for future development

and saved over $50K.
