Maritime Escort Test and Evaluation ( J-METE) Quick Reaction Test
(QRT)
. Provide support in the completion of the J-METE Tactics, Techniques,
Procedures (TTP) Handbook and Concept of Operations (CONOPS).
. During the operational field-testing, serve as a data collector observer
(DCO) providing feedback and observations from each vignette.
. Primary Logistics Coordinator for all meetings, training conferences,
field-testing, POC's, and equipment acquisition required in support of
the testing and verification of the J-METE TTP Handbook.

Senior Exercise Planner U.S. Coast Guard Atlantic Area Exercises for
DHS/FEMA Regions, U.S. Combatant Commanders (NORTHCOM), DOJ, EPA, States,
Ports and Industry Partners
. Coordinated and Developed International & National exercises to test and
validate U.S. Coast Guard and Interagency plans, policy, treaties,
memorandums of agreement, and operational procedures. Coordinated
participation with U.S. Government Interagency, International, State,
Local, and Industry Partners. Developed, coordinated, executed, and
evaluated exercises for Maritime Homeland Security/Defense, Counter-
terrorism, Natural Disasters, Environmental Protection, and Maritime
Operations.
. Provided direct support for Coast Guard Area Maritime Security Training
Program (AMSTEP), National Preparedness for Response Exercise Program
(PREP), National Level Exercises (NLE), Spill of National Significance
(SONS), NORTHCOM and DOD exercises. Exercise Lead for SONS 10, and the
new AMSTEP/I-STEP TSA Pilot Program, and assisted with FS-10 and NLE-11.
Recently completed Frontier Sentinel 09 -2, and NLE 09 as the LANTAREA
Exercise Lead.
. Provided policy development guidance for the new I-STEP Pilot Program.
Assisted in the development of a HSEEP defined Workshop for ports to
utilize in exercising their AMSP. Appointed member of USCG EST Working
Group that developed the Exercise Support Team (EST) training matrix and
Team Leader requirements. Designated as an EST Team Leader.
. Appointed member of USCG AMSP Working Group that provided the first five-
year review / revision of the Maritime Security program. Provided
outreach presentations to Area Maritime Security Committees and their
Executive Steering Committees. Provided assistance in the design and
development of policy and guidelines for the AMSTEP program and assisted
TSA in the PortSTEP presentations. Evaluated and coordinated funding for
assigned exercises and assisted Units in implementing best practices by
development of AMSP improvement plans.
. Lead Controller at the USCG Area Command, for the states of Kentucky and
Indiana, during the SONS 07 Exercise. Also, Lead Controller for NLE-08
COOPEX in St. Louis, FS 9-02 in Halifax, and NLE -10, which covered the
Gulf Coast and Gulf of Mexico. Participated as planner, controller,
evaluator or exercise lead in over 115 exercises consisting of AMSTEP,
PREP, MOL, MRO, SONS, NLE, Recovery, International and DOD venues. As
the LEPC Chair for Portsmouth, VA, organized, designed and conducted a
terrorist takeover of a high school exercise, in October 06, which
involved over 700 participants including, 11 regional SWAT commands and
numerous local, state and federal agencies. In April 08, organized,
designed and conducted a CERT exercise simulating an F-2 tornado
touchdown in a large housing development involving over 500
participants.
C&M Industries, INC., Chesapeake, VA (November 1997- June 2005)
Corporate Safety / Training Director and Facility Security Officer
. Provided training, safety consultation, and written programs in the
areas of OSHA, EPA, USCG, and DOT compliance to private industry and
governmental agencies. Developed and coordinated bid packages for
numerous projects. Conducted safety audits and provided recommendations
on required safety equipment, best practices, and process safety.
Participated in chemical response/cleanups at various sites and served
as Site Safety Officer for specialized tasks and cleanups. Provided
hazard assessments and evaluations for the various compliance programs,
and developed health and safety plans for clients. Managed the company's
safety/compliance programs, which involved DOT, USCG, EPA, and OSHA
requirements. Traveled to Japan to provide U.S. Air Force WMD/Hazmat
training and exercises. Served as FEMA contractor for the CHER-CAP
Program, consisting of hazmat, mass causality, WMD/terrorist exercises
in the states of Virginia, New York, Wisconsin, and Michigan. Developed
a TTX and FSE PREP for U.S. Air Force Fighter Command, Langley AFB, VA,
and provided consulting services for the DP-04 and Iron Shield exercises
conducted in the local port.
Quality Enterprises, Inc., Chesapeake, VA (January 1997-October 1997)
Corporate Pilot, Quality Control Representative, and Safety Director
. Served as company and Army Corp of Engineers Quality Control (QC)
Representative on $1.6 million construction project and organized all
work assignments. Insured all safety and OSHA requirements were in place
for company on project. Supervised the various testing evolutions of
soil and concrete, per contract specifications, on site. Supervised all
subcontractors and insured all were compliant with DOD and OSHA
requirements. Served as site safety officer for all confined space
entries and insured all personnel were informed of all hazards present.
Conducted training on EPA requirements for UST/AST installation and
removal. Pilot for company plane used to fly crew to job site.
Reactive Management Corporation, Chesapeake, VA (December 1995-January
1997)
Training/Safety Director and HAZMAT Responder
. Updated and taught various regulatory courses including OSHA, DOT, EPA,
and HAZMAT. Developed a special course and taught Confined Space Entry
procedures for Air Force EOD units nationwide. Served as Site Safety
Officer on various remedial jobs. Developed site safety plans and SPCC
measures to comply with OPA 90 and EPCRA requirements. Participated in
numerous reactive chemical/response cleanups including, MEKP, Picric
Acid and neutralization and disposal of various types of compressed gas

. Twenty two years experience as a Naval Aviation Officer in positions
that included Primary Flight instructor, anti-submarine warfare mission
commander, nuclear power officer recruiter, operations officer/mission
commander for a P-3 squadron, training director Naval Air Reserve
Norfolk, Officer in Charge A-6 Reserve jet squadron, Test Pilot TC-4C
aircraft, and manager TC-4C program.
