mission-focused IT services to defense, intelligence and civilian agencies

As Financial Systems Supervisor/Principal Financial Analyst, responsible
for leading a team of budget and financial analysts within the Navy's
Military Sealift Command (MSC) IT Policy and Planning Division to execute a
$175 million annual IT budget and analyze financial data for IT portfolio
management, capital investment planning, budget forecasting and reporting
out to the Department of the Navy (DoN), and the United States
Transportation Command (USTC). Also responsible for identifying areas where
efficiencies can be gained and making recommendations to management for
business process improvements; lead implementation of business process

million annual IT budget and analyzing financial data to determine contract
burn rates, for IT portfolio management, capital investment planning, and
budget forecasting. Also responsible for implementing business process
improvements.
FINANCIAL ANALYSIS AND BUDGET PLANNING. Strong knowledge of Accounting
principles and financial management concepts and theories and the ability
to apply them to theoretical and actual financial problems. Analyzed cost
data at the project and program level to identify potential cost overruns
and inefficiencies. Performed complex financial analyses at the project
level and synthesized information for capital investment planning and out

Standardized budget planning and execution. The US Navy's Military Sealift
Command had no documented IT budget planning or execution SOPs. Organized
team that identified and structured all necessary budgeting procedures
into standardized, repeatable format. Created template adopted as the
procurement process SOP across the IT Policy and Planning Division for
acquisition of $175M in IT assets.
Eliminated contract and service lapses caused by inadequate planning and
tracking. IT service contracts too frequently lapsed through gaps in
process oversight, resulting in service delays. Organized and led planning
and consensus building. Developed a Plan of Action and Milestones (POA&M)
based on effective budget planning and execution. Ensured that all IT
service contracts were awarded with ample lead time. Eliminated $51K in
unnecessary reinstatement fees, and ended problems with service lapses and
unauthorized expenditures.
Integrated separate ledgers into a unified, authoritative budget control
and spending status report. Separate divisions maintained separate budget
spreadsheets. Lack of uniformity made management of Directorate budgeting
and spending as a whole all but impossible. Played key role in creating
scalable, authoritative budget and spending data source. Eliminated
perceived need to acquire commercially available software.
Enabled cost managers to accurately assign expenses among 150
communications services users. $18M in satellite communications costs were
not being accurately expensed to individual users, resulting in incorrect
cost data and significant over- or under-budgeting per user. Coordinated
initiative among accounting, IT and operational managers to reclassify and
allocate communications costs as overhead. Made possible reduction of 150
lines of accounting to one purchase order line. Reduced invoicing
management time requirement by 87%. Cut margin of error for cost
allocation from 100% in some cases to never more than 7% in any case.
Key project manager for Capital Assets Accounting effort to ensure FAR
compliance for Navy Audit. Served as a project manager to improve IT
capital asset tracking and depreciation in compliance with federal
accounting regulations. Led planning team from Budgeting, Acquisition,
Contracting, and IT Policy and Planning. Defined project goals,
alternatives, constraints, risks and costs. Created detailed SOPs and
processes for setting up revised lines of accounting, structure for IT
services contracts, contractor reporting requirements, and asset
management. Enabled Military Sealift Command to correct an identified
deficiency in the accounting for capital assets in preparation for the
Naval Audit in fiscal year 2011.
Implemented out-year requirements tracking tool to facilitate accurate
budget planning. The US Navy's Military Sealift Command had no cohesive
process for gathering, organizing, tracking, and reporting out-year IT
budget requirements. Developed and implemented a tool that captures and
organizes raw data which allows for analysis and reporting for multi
purposes. Enables Military Sealift Command to submit accurate IT planning
budgets to Office of the Secretary of Defense (OSD).
