For a major banking institution, applied technical project management

expertise within a treasury services group, specifically geared to managing

risk by monitoring client balances and controlling fund payments and

transfers. Major accomplishments include:

. Significantly reduced credit risk by enhancing the shared-queue payment

processor and control applications by providing real-time amendments and

balance updating for turndowns, bypasses, rejects, and pre-approvals.

This replaced a vulnerable manual process that caused delays in

processing transactions, which placed the firm's assets at risk and

threatened reputational damage to the firm.

. To improve funds control and credit risk decisions, led the funds control

application enhancement to support the conversion of ten bank branches to

a new international demand deposit account balance application, and to a

new target cash concentration platform used to generate daily "sweeps"

information. The new process included NDM file transfers to the funds

control system via a new proprietary router and business monitoring

system.

. Led the business and functional requirements definition efforts for this

152 man-month ($1.5mil) project directed at replacing a manual, reactive

approach to resolving data transfer outages. A new end-to-end monitoring

system provides real-time measurement of the current business process

against pre-defined/historical business parameters. If not "healthy", a

designated critical staff is notified via a personalized dashboard, where

any breach in the client-based Service Level Agreement (SLA) is also

reflected.

Applied project management expertise in the Application Development area

within the Treasury and Accounting Control Division of Franklin Templeton

. Duties include managing the Application Development Product Support

Group, which includes Money Movement applications for incoming and

outgoing wires, and the collection, summarization, reporting, and

delivery of high-volume daily transactions toward the calculation of our

daily funds' net asset values.

. Provided leadership role in hiring and training of resources for the

offshore build, operate, and transfer program.

. Successes include the installation of client-server hardware to support

straight-through processing of mutual fund trades, payments, and wire

transfers. Another project success includes the conversion of specific

fund types to calculate and store contingent deferred sales charges from

an account basis to a monthly average price structure.

. Project Management activities include developing resource-loaded plans to

define, track and report project status. Other activities include

departmental support for annual budgeting and quarterly re-forecasting.

This includes overall project efforts, scheduling, and headcount

requirements.

financial planning, and tracking expertise.

. Project Management activities include working with management to develop,

Received two Achievement Awards based on those efforts, which included

installing and applying knowledge base technology within our platform

downsizing strategy.

. Served as project manager for ground-up development of a decision support

system for processing check authorization request referral calls for in-

house and merchant-based (turnkey) distributed check guarantee systems.

. Completed cost benefit analysis yielding $150,000 savings in second year

on a $500,000 investment. By applying customization exceptions at the

system level, provided significant savings in authorization agent

training, claim reduction through improved efficiency, plus reduced call

length and programming support costs.

. Directed Tandem and IBM programming staff of 20 people, responsible

for the design, development, implementation and maintenance of batch and

online application systems, including Check Guarantee Authorizations,

Check Claims/Collections, AR, AP, GL, FA, and Billing.

. Developed departmental strategies, priorities and plans in coordination

with User and Operations senior management. Prepared cost/benefit

analysis and business case proposals for hardware and software needs to

support marketing new product lines, as well as ongoing application

systems enhancements. Consistently participated in successful corporate

. Developed and presented annual budgets and periodic reforecasts required

to attain systems development objectives. Applied management control
