Research Budget Specialist Pittsburgh, PA
Pre-Award Functions:
Independently manages all pre-award budget aspects of industry-sponsored
and federally funded cooperative group clinical trials. Works directly
with specific departments and industry and cooperative group
representatives in administration of significant funding for research
trials. Develops internal study budgets for trials to ensure that
department/organizational costs are covered. Performs budgetary
responsibilities and obtains fully negotiated trial budget within expected
timeline. Develops packets of information relevant to the clinical trial
that is required to be submitted to the fiscal intermediary to obtain a
reimbursement/coverage determination. Obtains approval from PFS prior to
finalizing research projects in an effort to prevent unforeseen financial
risks to the organization. Maintains the accuracy and completeness of the
departmental database. Assists Research Accounting & Reporting as requested
in regard to monitoring clinical trial reimbursement. Works independently
in management of a large number of simultaneous budget negotiations.
Review clinical trial agreements received from industry sponsors making
necessary revisions in accordance with institutional and departmental
guidelines. Enter, update and revise budget information assuring the
correct calculation of all portions of the budget and that internal costs
are covered by an appropriate funding source. Maintain the accuracy and
completeness of the Office of Sponsored Research database by entering and
revising clinical trial information on a regular basis. Assist Research
Accounting and Reporting with the opening and reconciliation of clinical
trial cost centers upon project activation and termination of the study.
Post-Award Functions:
Prepare clinical trial billing entries and invoices in coordination with
clinical research departments and the Office of Sponsored Research. Serve
as an information resource to Principal Investigators and their staff
relative to clinical trial and grant fiscal issues and
regulatory/compliance issues as well as internal policies and procedures.
Monitor GL expenditures, subcontract invoices, clinical trial and grant
personnel to prevent cost disallowances. Prepare adjusting/accounting
entries and opening/closing cost centers. Establish and maintain a working
knowledge of Federal regulations, OMB Circulars, FARS, GAAP, and applicable
cost accounting standards.
ACHIEVEMENTS
1. . Developed Standard Operating Procedures for the Office of Sponsored
Research.
2. . Completed a special project that enabled the Office of Sponsored
Research to administer clinical trials through the Western
Pennsylvania Hospital Foundation.
3. . Successfully tested and transferred clinical trial information from
an outdated clinical trials database to a more current database.
