Safety P rofessional Work Position Duties H istory:
I was the lead safety professional for the US Postal Service in the entire Northeast Area
d uring the Anthrax incidents. I was a certified and t rained Incident Commander at the
national level of the United States Postal Service. As a result of the Anthrax misfortune, I
received much t raining and garnered much experience with dealing with emergencies.
D uring my tenure with the US Postal Service, I also played a major role during informal
and formal conferences with OSHA after receiving OSHA citations. I was successful in
getting the citations eliminated or reduced in most occurrences. I executed this role for
both the Western New York District and assisted other Districts throughout the count ry.
A t my last job, Manager Occupational Safety & Health for the US Agency for International
Development, I was responsible for emergency evacuation and Shelter-in-Place planning,
t raining and implementation. I developed and facilitated many table top exercises and drills
for the organization. I was responsible for drill and exercise evaluations. I developed a
metric system for measuring drill and table top exercise performance.
As a Safety & Health professional, I was responsible for the implementation of the safety
and health program for three large processing and distribution centers. Two of these plants
i ncluded over 1,000 employees each and encompassed 1 million square feet of work space.
T he work involved safety and health process design and implementation for mechanized,
automated and robotic systems. This work included auditing, inspecting reporting and
i dentification and elimination of safety hazards. I was the main coordinator of employee
i nvolvement and management commitment. I reported directly to the Senior Plant
E xecutive and was well integrated into the management system of meetings and decision
making.
My work product resulted in the first quantitative behavior based safety process which
i nclude pier on pier observations. Our safety process design became the model for the
entire US Postal Service and systematically helped reduce injury and illness by 50% over a
f ive year period. This accomplishment was a direct result of my personal interaction with
employees and managers on a daily basis. I provided the overall leadership for entrance
i nto OSHA’s VPP program for the US Postal Service.
As my value to the company rose, I was promoted to the level of District Safety manager
w hich augmented my responsibilit ies to not only three plants but as well as the overall
safety coordinator for 450 mail deliver offices. This work included managing a staff of 7
people. I took on the leadership role as the facilitator of the Executive Safety and Health
Commit tee as well as technical advisor to subordinate safety and health commit tees.
I was responsible for preparing and wr iting all safety and health wri t ten programs required
by OSHA. I also was the lead t rainer for all safety and health programs. I also performed
as t rain the t rainer for many safety professionals in the US Postal Service. I was a team
leader for a US Postal Team which created and implemented two main safety t raining
courses entitled, ‘Safety for Postal Leadership’, and ‘Safety Management Techniques’.
I was then promoted to a USPS Headquarters’ position in the Safety Performance
M anagement Division where I was responsible for performing National Safety and Health
P rogram Evaluations and Physical Plant inspections/audits throughout the nation. I was
a lso responsible leading a team to wri te and implement national policy with respect to
P lant Maintenance Safety and the national Safety Guide for all employees.
Next, I took on the position of Manager of Occupational Safety & Health for the US Agency
for international development. This was also a promotion to an Agency wide head of safety.
T his position afforded me the experience to oversee the safety and health program for our
headquarters office in Washington, DC and in 85 missions around the world, mostly in third
world count ries.
I should also add that all during my career, in every position, I was responsible for the
organizations Emergency Preparedness, Mi t igation, Response and Recovery planning,
t raining and implementation.
