EXPERIENCE
Perini Building Company - Las Vegas, NV Sept. 2007 - Present
Title: Project Executive
Perini's President & COO recruited my return to Perini to manage the
CityCenter & Cosmopolitan mega-projects in Las Vegas, NV. My role as
Project Executive functions similar to that of a Vice President or Regional
Division Manager. From CityCenter I transitioned into the Project Executive
role for Cosmopolitan Resort & Casino and led the re-design & simultaneous
construction efforts. Responsibilities included cost accountability,
scheduling, management of design & construction personnel including:
project managers, engineers, general superintendents, area superintendents,
MEP/FP project managers & superintendents, site superintendents and
supporting staffs of up to 500.
Cosmopolitan Resort and Casino with a total cost of approximately $3.9
billion & featuring two 50+ story towers with 2,200 & 800 hotel units
respectively; a 125,000 sq ft (11,500 m2) casino; 300,000 sq ft (30,000 m2)
of retail and restaurant space; a 40,000 sq ft (4,000 m2) spa and fitness
facility; an 1,800 seat theater; and 150,000 sq ft (14,000 m2) of
meeting/convention space all atop of seven stories of subterranean parking
structure 70' (21m) deep.
The project was foreclosed upon by Deutsche Bank January 2008 & Related
Group was hired to supply Operations input throughout design &
construction. The executive architect was Friedmutter Group, with Rockwell
Group assisting.
CityCenter Las Vegas - Mandarin Oriental with a total cost of approximately
$2.5 billion is a project featuring is a new five-star, 1,186,000 sq.ft. 47-
story, 400-room hotel and 227-unit condominium tower with podium including
retail, meeting and ballroom space, restaurants, spa, wedding chapel, 22nd
floor "sky lobby" entrance for condominium residents and elevated
pedestrian bridge over Las Vegas Boulevard and Casino Avenue. This portion
of the project was designed by the internationally recognized firm of Kohn
Pedersen Fox Architects.
CityCenter Las Vegas - Casino Avenue with a total cost of approximately
$125 million is a project featuring the new complex 3-story entrance into
CityCenter featuring massive steel vierendeel trusses spanning the retail
center loading docks beneath, a maze of valet ramps & tunnels to support
the Mandarin Oriental & associated parking garage.
CityCenter Las Vegas - Parking Garage #5 with a total cost of approximately
$100 million is a project featuring a new 1,363,000 sq.ft, 11-story, 3,500-
space self-parking garage and valet service for the Mandarin Oriental, with
the Mandarin Oriental recreation deck & pool atop the facility.
Friedmutter Group - Las Vegas, NV (3/07 to 9/07)
Title: Vice President Owner/Contractor Relations
Brad Friedmutter, acclaimed Hotel Casino architect, hired me to establish a
construction management team strategically placed across the world to
facilitate the complicated process of fast track hotel casino design and
construction. The concept includes the addition of seasoned design and
construction experts who can meet directly with sophisticated Owner's, high
powered Contractor's, gifted Designers and overburdened Consultants to
facilitate and push the project process to successful completion.
Based in Las Vegas, I regularly attended meetings networking offices of
Newport Beach, Atlantic City and Biloxi to review the needs of projects all
across the United States, China, Philippines, Spain and quite literally the
world.

Harrah's Entertainment - Memphis, TN (2006 to 2007)
Title: Central Division Director of Design & Construction
Oversaw design and construction of the central region (southern ) for all
of Harrah's Entertainment. Responsible for ascertaining needs of properties
from Operations, hiring design teams and contractors and completing such
work on time and within budget. Projects are extremely numerous and vary in
size from $250k to $750MM.
Larger Projects:
New Orleans Harrah's Hotel
26 story cast in place luxury hotel with 450 rooms; inclusive of Todd
English - Riche restaurant, banquet and conference center and laundry
facilities. This is the finest hotel tower in the Harrah's fleet. Post
Katrina, this was a monumental accomplishment to finish on schedule.
Biloxi Grand Hotel, Casino & Spa
During Katrina, the Grand Casino was completely destroyed. However, the
convention center across the street was only moderately damaged and this
facility was transformed into a Casino with Spa and the adjacent 500-room
tower was completely refurbished. Post Katrina, this was a monumental
accomplishment to finish on schedule.

G.T. LEACH CONSTRUCTION - Houston, TX (2005 to 2006)
Title: Project Director
Projects included five mid and one high-rise condominium. I assumed
complete responsibilities for all aspects of design & construction with
total authority over all design & construction efforts and personnel.

18 story cast in place condominium with 121 units; inclusive of 5 story-
parking garage, 6th floor restaurants, theatre, and swimming pool.
Empire Condominiums
8 story cast in place condominium with 73 units; inclusive of
subterranean parking garage, common area Lobby, Theatre and Fitness with
pool.
Briarglen Condominiums
8 story cast in place condominium with 65 units; inclusive of
subterranean parking garage, common areas - including Lobby, Theatre and
Fitness with pool.
Sapphire Condominiums
33 story cast in place condominium with 213 units, adjacent 4 story-800
space parking garage, common areas with typical amenities; theatre,
fitness center, wine room, spa, outdoor bar, teen room, 100 yard long
pool with 14 adjacent high-end bungalows.
Cosmopolitan Condominiums
20 story glass curtain wall, cast in place condominium with 75 units;
inclusive of adjacent 6 story parking garage, common areas with typical
amenities; theatre, fitness center, wine room, restaurants, teen room,
swimming pool.
PERINI BUILDING COMPANY - Atlantic City, NJ (2003 to 2005)
Title: Senior Project Manager
Responsible for the Pier at Caesars, comprised of a high-end 550,000 sq.
ft. mall similar to The Forum Shops at Caesars, with 100 shops and nine
restaurants. Responsible for negotiating CM at Risk, GMP contract,
conceptual budget and schedule, value engineering and design assist,
negotiations and administration of all contract agreements, local, CAFRA,
Department of Environmental Protection, US Army Corps of Engineers, FEMA
permitting and zoning variances, staffing and managing all personnel
(twenty) including evaluations and profit and loss.
CARGO AND AVIATION FACILITIES DEVELOPMENT/REDLINE LLC - Anchorage, AK;
Newport Beach, CA; Yuzhno Russia (1998 to 2003)
Title: Owners Representative/Director of Construction
Projects focused upon development Russian relationships to allow for the
design and construction of privatized airport and housing work for clients
- Exxon-Mobile, Sakhalin Energy/Shell and British Petroleum. Responsible
for identifying and formulating Russian business partners. This process was
essential to the success of these projects as each venture required 50
percent Russian content (partnership). Responsible for all design,
budgeting, estimating, scheduling, purchasing, negotiations and selection
of general contractors and subcontractors. Projects included negotiations
to become the exclusive airport developer of the Sakhalin International
Airport. Such work included taxiway and apron additions, building
relocations, hangar additions, a new private air terminal, warehouses,
roadways, security systems and all remote site infrastructures to support
it. Separate projects included a 1,000 and 1,200-unit apartment complex
and a 200-unit condominium complex. Responsible for profit and loss.
RP INDUSTRIES - Nashville, TN (1997 to 1998)
Title: National Theatre Division Leader
Projects included national design and construction of movie theatres for
Regal and Carmike Cinemas, the nation's two largest movie theatre
companies. Increased sales from $23 million to $50 million and departed
with a $64 million backlog of work for the next fiscal year. Transitioned
the procurement of all work from hard bid to negotiated or design/build
contracts. Staffed and managed six project managers and twenty
superintendents including evaluations. Responsible for conceptual budgets
and schedules, value engineering and design/build or design assist, all
negotiations and administration of all contract agreements, site
acquisition assistance, property due diligence/analysis, zoning variances
and local permitting, national stadium seating retrofit concept design and
construction. Developed and implemented business development plan and
morale improvement techniques to optimize the potential of the company and
its employees. Responsible for profit and loss for projects coast to
coast.
TEXACO XPRESS LUBE -Nashville, TN (1996 to 1997)
Title: Owner
Developed and implemented business development plan and obtained financing.
Responsible for site acquisition, property due diligence/analysis, zoning
variances and local permitting. Responsible for construction of facility
and start up of store. Responsible for marketing and operating store to
realize optimum sales potential before selling.
AVI HOTEL AND CASINO - Laughlin, NV (1995)
Title: Owner's Representative/Director of Construction
Ultimately responsible for the construction this hotel-casino project,
completed in ten months. Self-performing owner overseeing over 500
tradesmen as well as taking the role of General Superintendent.
Responsible for conceptual budget and schedule, all negotiations and
administration of all contract agreements, value engineering and design
completion as the Tribe released the design team for non-performance. Also
responsible for local, department of environmental protection and US Army
Corps of Engineers permitting with wetlands mitigation. Responsible for
staffing and managing all personnel (25) including evaluations.
Responsible for Tribe Counsel accountability. Responsible for timely
completion of massive infrastructure including marina, eighteen miles of
highway, utilities and a bridge across the Colorado River to coincide with
opening. Responsible for an eighteen-hole championship golf course and 550-
space RV park. Responsible for simultaneous design and budgeting
responsibilities for a second (yet never built) thirty-two story tower
hotel and 200,000 sq. ft. casino. Responsible for profit and loss.
WILCOR LLC - Las Vegas, NV (1993 to 1995 and 1996 to 2002)
Title: Owner-Partner/Director of Construction
Formulated limited partnerships and created and staffed the following
companies as well as being involved in managing each of theses companies as
the Director of Construction. Was also responsible for profit and loss:
LSC Air Conditioning - financial institutions, medical, restaurant,
education, Class "A" office and government projects.
E-Scapes Specialty Theme Construction - waterfalls, pools, sculptures,
interior themes, hardscapes, GFRC panels.
Wilcor LLC - general development and construction.
Desert Media Group (DMG), General Manager - managed twenty employees.
As one of four partners with Wilcor, Mark was able to pursue other
opportunities while keeping in contact with, and overseeing operations with
the other three partners.

million. Directly supervised 83 percent of the company's workload.
Responsible for conceptual budgets, value engineering and schedules.
Responsible for local permitting. Responsible for staffing and managing
three superintendents. Responsible for profit and loss.

Title: Owner's Representative/Construction Consultant
Responsible for construction consulting with two major clients - Frank
Torino Construction and Rhodes Design and Development. Responsible for the
formatting of construction procedures/policies/systems - contracts,
scheduling, budgeting, job costing and customer service for both clients.
Responsible for conceptual budgets, value engineering, schedules and local
permitting. Responsible for staffing and managing construction teams of up
to twelve personnel. Responsible for profit and loss.

Canyon Gate Country Club
Design and construction of a 1,000-unit, master planned Ted Robinson
designed golf course community with clubhouse.
MARNELL CORRAO ASSOCIATES - Las Vegas, NV (1984 to 1989)
Title: Senior Project Manager
Responsible for direct interface and management of the Owner. Responsible
for value engineering and design/build processes, local agencies,
Department of Environmental Protection, US Army Corps of Engineers, FAA
permitting and zoning variances. Responsible for staffing and managing all
personnel, including evaluations of up to forty-five construction
management team members. Responsible for the management of self-performed
work, including rough carpentry and concrete. Responsible for profit and
loss.

While in college, I learned the basics of development from this family

Director of Construction for CAFD/Redline LLC, the largest professional
venture for this developer.
