regulations. Reviews offers/proposals for adequacy, determines responsiveness, qualifications,
and compliance with evaluation criteria. Evaluate past procurement history to procure the best
value for the government. Analyze and consider other Trade-Off Decisions, such as item
criticality, inventory status, historical delivery, and limitation of supply sources/industrial base
concerns. Establishes competitive ranges and identifies areas subject to negotiation such as price,
production lead time, method of delivery, exceptions to specifications and terms, and conditions.
Prepare and/or conducts oral and written counteroffers. Prepare cost justification for simplified
acquisitions exceeding the minimum threshold of $3000. Determine contractor service value and
product reliability relative to cost; plan, organize, and coordinate acquisition alternative, as
appropriate. Reviews requests and discuss with the vendors to assure their understanding of the
requirements. Develops procurement plans by reviewing history, specifications and conducting
market research. Serves as the contract specialist responsible for pre-award functions relating to
complex and high visibility procurements, which are often sole source procurements for unique
