EXPERIENCE

09/06-07/10 Administrator, NMI Retirement Fund (NMIRF), Group Health and

Life Insurance Trust Fund, and Workers' Compensation Commission.

The Administrator serves as the CEO of the NMI Retirement Fund (Fund),

with full charge and control of the operation and maintenance of the Fund

to administer the defined benefit and defined contribution plans; Member

Home Loan Program; Administrator of the CNMI Group Health and Life

Insurance program, and executive head of the Workers' Compensation

Commission. Reports directly to the Board of Trustees and advises the

Board on needs of the Fund; approves all payments; responsible for

keeping all books, records, files and accounts of the Fund; responsible

for receiving and acting on all applications for annuities, benefits and

refunds; responsible for preparation of periodic reports relative to Fund

operations and for issuance of the Fund's annual report as of the close

of each fiscal year reflecting the results of the financial operations of

the Fund and embodying all important financial and statistical data

pertinent to its operations; engages the employment of clerical, medical,

and actuary as needed for proper administration of the Fund to assist in

the preparation of annual reports and to advise in matters of policy and

to make periodic actuarial surveys.

As the Administrator of the Workers' Compensation Commission, maintain

similar duties and responsibilities as those of the Administrator of the

Fund, as well as monitor and review interviews and investigation of claims

submitted and make recommendations consistent with the statute and rules

and regulations governing the WCC program. Review existing statute and

recommends changes as needed. Supervise all WCC division employees to

ensure that the records of employers, carriers, and employees submitting

claims for compensation are accurate, and that the computation of claims,

fees, and their application are consistent with the established guidelines.

Monitor employers' compliance with statutes and regulations governing WCC.

Monitors insurance company claims performance and the Special Disability

Fund. Periodic meeting with the NMI Insurance Association and other CNMI

licensed insurance companies in reference to WCC claims and fees. Among

other miscellaneous duties, assists the Commission in maintain good working

relations with the Department of Finance Revenue and Taxation, Business

License Office, Department of Commerce Registrar of Corporation, Department

of Labor, Office of Immigration, Commonwealth Health Center physicians',

Medical Records Office and Medical Referral Office, and other enforcement

agencies to include also all private dental and health clinics' and the PHI

pharmacy.

As the Administrator of the Group Health and Life Insurance Trust Fund,

maintain the same or similar duties and responsibilities as those of the

Fund, and more specifically has expenditure authority of the Government

Health and Life Insurance Trust Fund, and is responsible for the issuance

of reports to the Legislature and to the Governor on financial status of

its trust fund no later than 60 days after the end of each fiscal year,

and the Administrator is additionally responsible for performing other

related duties as assigned by the Board.

Oversee entire Investment Portfolio of the NMI Retirement Fund and

Workers' Compensation Commission.

11/02-09/06 Hearing Officer, Workers' Compensation Commission.

Administrative Law Judge in disputes filed with the Commission. Major

duty is to ensure that Adjudication of claims in the mediation process be

fully employed in an effort to resolve disputed claims in order to save

process time and resources of the agency.

06/00-10/05 Manager, Investment and Loan Services, NMIRF. Oversee

operations and analysis of Economically targeted local investments as

well as the Fund's stock market portfolio.

04/99-06/00 Financial Analyst, NMIRF. Monitor the performance of the

Fund`s investment Portfolio including analysis, reconciliation, and

maintenance of accounting records of all invested assets. Coordinator of

all matters related to real properties owned or financed by the Fund

including preparation of lease agreements, occupancy reports, monthly

income and expenditure reports, and annual financial statements. Oversees

operations of the Member Home Loan Program.

position involving the financial analysis of fund operation, and

Fund Custodian and Money Managers to determine investment trends and

patterns. Review accounting records of the Member Home Loan Program

changes in accounting procedures resulting from changes in the statute

and provide training to affected personnel.
