subcontracts (services, construction, technology and software
licensing). Negotiated and drafted domestic/international supply chain
contracts and related agreements.

issues with export/import enforcement agencies. Worked with local country
counsel to further new ventures outside the United States while
minimizing corporate risks.

Handled GAO protests and assisted on ASBCA claims, and reviewed Government
contracts, grants and solicitations. Rendered legal advice on labor-
relations matters, environmental compliance, standards of conduct and
ethical concerns. Resolved Freedom of Information Act issues.
Co-wrote "Sealed Bids", a case law and FAR review of the sealed bidding
process, for the Navy Office of the General Counsel Deskbook.
