subcontracts (services, construction, technology and software

licensing). Negotiated and drafted domestic/international supply chain

contracts and related agreements.

Provided advice related to general corporate matters, including risk

management and tax issues.

Provided advice to export/import control and compliance office. Resolved

issues with export/import enforcement agencies. Worked with local country

counsel to further new ventures outside the United States while

minimizing corporate risks.

Performed corporate compliance and internal investigations, including false

claims, bribery and FCPA allegations. Interacted with Federal law

enforcement agencies, including the FBI, Customs and the DOE's Office of

the Inspector General and Office of Enforcement.

interactions, federal property management, nondisclosure and

Provided comprehensive financial evaluations of cost-reimbursement

acquisition management controls and processes.

Authored chapters of the Procurement Planning and Contract Formation Desk

Reference for the Federal Acquisition Institute. Authored instructional

materials covering the re-write of FAR Part 15 on behalf the Federal

Acquisition Institute. Co-authored and taught seminars on performance-

based contracting, market research, commercial items, FAR Part 15 and

dual-use technologies.

1989-1997, Attorney, Office of the General Counsel, United States

Handled GAO protests and assisted on ASBCA claims, and reviewed Government

contracts, grants and solicitations. Rendered legal advice on labor-

relations matters, environmental compliance, standards of conduct and

ethical concerns. Resolved Freedom of Information Act issues.

Co-wrote "Sealed Bids", a case law and FAR review of the sealed bidding

process, for the Navy Office of the General Counsel Deskbook.

Participated in the development of government contract law courses for the

Defense Department's Defense Acquisition University (DAU). Developed

and instructed fraud awareness courses for Federal investigative agencies

and standards of conduct and ethics briefings for other Government
