Responsible for the property operations of the Property Management company
that has owned and managed apartment communities primarily developed under
the Section 42 Low Income Housing Tax Credit (LIHTC) program throughout
Kansas, Iowa and previously in South Dakota and Minnesota. The properties
were built from 1987 to 2005; several of the communities have up to five
phases which each have a separate budget and financial statement.
Responsible for the operations and supervision of the staffing for up to
3,500 units - both 100% tax credit properties and mixed used properties
which include some market rate units. Supervised the Area Managers,
Property Managers, Leasing and Maintenance Staff.
. Annual Budgets: Coordinated the completion of the annual budgets for
each property/phase based on the prior year's performance, occupancy
forecasts, projected rent increases, expected operational needs and
recommended improvements for the upcoming year. Developed a Budget
Summary Report and Annual Budget Plan to assist with the completion
and implementation of the planned projects for the upcoming year.
. Vendor Contacts: Procured annual contracts with vendors on trash
removal, lawn care, snow removal and other various services. Met with
vendors to solicit bids for property improvements, exterior repairs of
siding, concrete, asphalt repairs, exterior painting and roof repairs
and replacement and other various work at the properties. Awarded
contracts and coordinated with the vendors and subcontractors to
complete the work.
. On-line Forms & Manuals: Set up the multiple Forms and various Manuals
used on-site into WebAsyst, an on-line program, which allowed for
immediate updates to the forms or manuals and dramatically reduced the
copies made for each apartment community. Set up the Lease Agreement
and Addendums using Adobe Acrobat and other forms using Word or Excel.
. Property Reports: Coordinated the development and completion of an
extensive report on each property completed each year. The reports are
completed by the Property Manager and their supervisor and focus on
marketing the property, knowing the competition, reviewing and raising
rents, occupancy, delinquencies, and the physical property.
. Management Meetings: Responsible for the coordination and planning of
bi-monthly meetings with the President, Accounting supervisor and
other Property Management supervisors.
. Personnel Evaluations: Complete annual reviews of Area Managers and
Property Managers and assist in the completion of reviews, evaluations
and counseling of on site employees.

Kansas totaling 834 units and staff of up to twenty two employees.
. Financial Variance Reports: Analyzed both positive and negative
variances of revenue and expenses as compared to the budget on a
monthly basis and prepared a report to the owners.
. Section 42 Regulations: Maintained accurate records of all prospective
and current residents to assure adherence to the LIHTC program
regulated by State agencies and the IRS. Kept updated on the rigorous
and changing regulations.
. Training: Conducted training sessions with employees on site on
telephone skills, leasing apartments, marketing the property, fair
housing, time management and Section 42 procedures.
. Property Visits: Met with owners, their representatives, mortgage
lenders and state compliance representatives to review the upkeep of
the properties, occupancy trends and to make recommendations for
property improvements.

. Opened and completed Lease-up at new construction of apartment
communities under the LIHTC program in Newton, McPherson, Mulvane,
Topeka, Andover and northwest Wichita, Kansas.
. Coordinated the Property Management portion of the software conversion
from the Property Manager program used on-site at the Apartment
Communities and the Yardi program used at the accounting office to set
up Skyline Property Management software which is accessible from each
location.
. Developed the Employee Loss Prevention Manual as required by the
insurance company. The manual promotes a safe work environment and
includes several "5 Minute" safety training sessions completed on a bi-
monthly basis.
. Set up the Maintenance Information & Purchasing Guide to assist each
property with making consistent purchases and unit upgrades and other
maintenance related information. Bottom line pricing was set up with
a major supplier so the lowest price was given to all properties
without requiring large quantity purchases.
. Spoke at the Apartment Association of Greater Wichita on Resident
Retention on a Budget and What Employers Want From Employees.
. Coordinated and oversaw completion of half million dollars in major
contracts in 1992 and 1993 which included exterior carpentry repairs,
exterior painting, installation of vinyl siding, office and clubhouse
remodeling, roof replacement and landscape improvements.
. Maintained a corporate apartment program that occupied 20 to 40
apartments from 1990 to 1992 and resulted in up to an 11% positive
variance over budgeted rental revenue and increase Net Operating
Income by up to 5%.
