the hiring of contractors for projects in the capital improvement programs;

reviewed construction plans; and monitored work of contractors. Responded

to any water and sewer emergencies after normal working hours. Prepared

annual budget for capital improvement program and regular operations.

job specifications. Handling of all material purchasing and material

orders for projects, including billing from job start to end. Review and

understand drawings and specifications that apply. Prepare plan take-offs

and prepare bids for private, county and VDOT work. Negotiate price with

customers in order to bring the work on board. Review all plans and

specifications for plan changes and revisions. Responsible for all

contractors and subcontractors including arbitration of contract problems,

conditions that may arise with the customer, homeowner, subcontractor or

municipality. Responsible for dispatching of all crews to job sites with

appropriate equipment, material, instructions, and paperwork including the

installation and testing of water and sewer pipe, reading plans and

cutsheets to complete work at the particular job. Contracts included but

Virginia area; site work for curb & gutter; sidewalk; asphalt; clearing and
