accumulated while serving in the U.S. Navy Submarine Service to the rank of
Senior Chief Torpedoman (E8) and then followed by 12 years in the Ship
Building / Repair Business (HM & E) working in Program, Project, Planning,
Estimating, Engineering, and Production. The alteration and repair job
sizes have varied from 2 weeks with 5 personnel to 10 months with 90

Manager
As Planning, Estimating, Engineering, & Project Manager for a start up
small business I planned and implemented all company programs (Quality
Management System, Safety Manual, GFM Manual, Procedures, Processes, & Work
Instructions) for performance as an Alteration Installation Team (AIT).
This allowed for proposal, award, and the performance as an Alteration
Installation Team (AIT) commencing in Jul 2010 working on NSWCCD
Alterations for S/A 4604 Modify Laundry Space and install EDRO Washer &
Dryer, A&I N3475 Install Portable Gas Bottle Restraints, and A&I N3427
Install Fire Extinguisher Vertical Restraints. As the Planning,
Estimating, Engineering, & Project Manager I solicited, was awarded,
planned, wrote work packages, and executed Alteration installations.
Additionally I worked closely with L3 on a teaming project for a NUWC
Keyport contract proposal and was awarded the USS HARRY S. TRUMAN (CVN 75)

RTI, S/A 4327, ATS S/A 4270 / S/A 4290, SABT S/A 4401, MTWS S/A 4308, HDW
S/A 4315, AI & R S/A 4329, TSMS S/A 4349 & AN/WSQ-9 S/A 4238). I was
responsible for writing the US Navy A&I 3319 Three Inch Launcher Firing
Valve Inlet Fitting Replacement and High Pressure Air Piping (LEVEL I, P-1)
Alignment and the planning with installation on 16 Submarines. This
included the Emergent Repair and Rebuild of 23 Marotta Mod 4 Firing Valves
(CL-18 & CL-19). I had the overall responsibility of Quality, Compliance
with Standard, specifications of repairs, testing with Navy Policies and
Procedures.

As a Project Supervisor, I was responsible for repair and maintenance on
various Weapon Systems (Vertical Launch System, Weapons Shipping, Handling,

of maintaining Quality, Compliance with Standards and specifications of
repairs and testing with Navy Policies and Procedures.

As a Senior Engineering Analyst with Northrop Grumman Newport News
Shipbuilding and Repair, I was responsible for review, design, development,
testing for the Lead Design Yard (LDY) for various Weapon Systems
(SHIPALTS, ORDALTS and A&I's) for SSN 688 Class, SEAWOLF Class, and
Virginia Class Submarines IAW Navy Policies and Procedures. As Production
Foreman, I was responsible for Managing and Directing the retractable Bow
Planes (RBP) Lifecycle Maintenance, and the Maintenance, Troubleshooting,
Repair, Testing, Quality, Compliance of Standards for Specifications of the
Weapons Systems (VLS, TTL, Shipping, Handling and Launching) for various
IDD's, DMP's, SRA's, Emergent Repairs, and Testing.

I retired from the U. S. Navy as a Senior Chief Torpedoman after 20 years
in the Submarine Force and fully trained in Knowledge, Compliance of Navy
Policies, and Procedures. As COMSUBRON EIGHT and Submarine Squadron
Support Unit Torpedoman/Weapons Officer I was responsible for the Training,
Certification, and Maintenance of 32 Submarines and Crews, and Operations
for Norfolk Naval Base Handling and Loading CSA's. This included the
training and certification of NAS Norfolk, USS L.Y. SPEAR (AS 36), and the
USS EMORY S. LAND (AS 39). This allowed Norfolk Naval Base to become a
Fleet Loading Facility in support of Operations and commitments. As
Weapons Officer during Special Weapons Regeneration of the USS JACKSONVILLE
(SSN 699) it was discovered the situation for evaluation of the Ram Pump
Upgrade (ORDALT 16264) for Tomahawk Missile. I planned and coordinated the
Testing and Evaluation, which included the Launching and Recovery of
Tomahawk Operational Exercise Missiles (TOTEMS) onboard the USS HYMAN G
RICKOVER (SSN 709), which led to the development, design and installation
of the Quick Vent Modification. Working with NUWC on OD 44979, Procedures
were planned, written, and validated for normal and emergency procedures.
Additionally Maintenance Requirement Cards (MRC's) were evaluated and
incorporated to the Planned Maintenance System (PMS). Additionally as
Squadron Eight Weapons Officer I conducted Crews Readiness and Refresher
Training (in port and at sea) for Shipping/Unshipping Vertical Launch
Systems, Operational and Casualty Procedures for Vertical Launch Systems,
Shipping, Handling and Launching MK48, MK48 ADCAP, Tomahawk Missile,
Harpoon Missile, MK 60 and MK67 Mines IAW OD 44979 Series. This Training
meets the requirements for the Tactical Weapons Training and Certification
Program (TWCTP) for crew Certification and Proficiency. As Squadron
Torpedoman I was present and assisted all COMSUBRON EIGHT commands from
1994 to 1998 in pre-loadout maintenance, Receipt and Transfer Inspection,
Shipping and Unshipping, Tube Closeout and Bubble Test Procedure on all
CLS/AUR's IAW OD 44979. This was also performed for Tomahawk TTL, MK 48
Torpedo, MK48 ADCAP Torpedo, MK 60, and MK 67 Mines on Receipt and Transfer
Inspection, Shipping and Unshipping, DFS/GFS Download and Transmission
Checks. I also Conducted Tactical Readiness Exam Work-up on all COMSUBRON
EIGHT Commands in-port and at-sea Training. Conducted Nuclear Weapons
Regeneration Training on the USS JACKSONVILLE (SSN 699). Training was on
Receipt and Transfer Inspection, Shipping and Unshipping, Planned
Maintenance System (PMS), Loading and Handling, Pre-Launch, Launch, Post
Launch and Casualties Procedures. This included training on Technical
Knowledge and Two-Person Concept. USS JACKSONVILLE (SSN 699) was
successfully regenerated. As a Submarine Torpedoman he graduated Tomahawk
Operation and Maintenance School and was onboard USS ATLANTA (SSN 712),
which was the first Submarine Certified Tomahawk Missile (Conventional and
Nuclear). Additionally as Chief Torpedoman onboard the USS OKLAHOMA CITY
(SSN 723) he graduated Vertical Launch System Factory Maintenance Course
and was the first Submarine Certified Vertical Launch System Platform.
From 1994 to 1998 as COMSUBRON EIGHT Torpedoman / Weapons Officer responded
to approximately 80 CASREP/Request for Technical Assistance in the areas of
VLS, Weapons Shipping, Handling, Launching, and Countermeasure (3" and
Dihedral Pod) Launchers. Routinely assisted COMSUBRON Eight Commands on
Troubleshooting, Repairs, and Maintenance to Weapon Systems. The Weapons
Delivery System Equipment Manuals Volumes 1 through 5 normally covered
repairs and testing. Some repairs were VLS Magnetic Switches (Hatch, Flood
& Drain, ITL), Differential Pressure Transducers, Hatch Securing
Mechanisms, Hatch Actuators, VLS Flood and Drain Valves, APV-1 Valves, APV-
2 Valves, Weapons Handling Weight Test and repairs (IAW TLMD), Athwartship
Drive Motors, Rammer Cylinders, Muzzle Door Power Cylinders, Slide Valves,
Flood and Drain Valves, ATF Valves, etc. Additionally I performed Salvage
Inspections, Combat Systems Readiness Reviews, and Weapon Systems Accuracy
Trials.
