Principal Consultant and Senior Program Manager, GCS, Inc., Jul 2009 - Present
Spearheaded the tracking and reporting on the Department of Veterans Affairs Recovery Act Program,
developed proposed improvements to the electric contract management system and organizational
performance measures. Developed VA acquisition policy, drafted responses to congressional inquiries,
and consulted on organizational alignment strategies. Also managed the entire GCS VA account and
provided on-site supervision of twenty or more GCS, Inc. Personnel.
Director, DCMA Special Programs East, Baltimore, MD, Oct 2004 – Jun 2009
Successfully directed the management of over 1,000 contracts valued in excess of $10B for systems and
subsystems critical to national security. Developed and deployed measures linked to contract
requirements, customer goals and Agency Performance Plan. Provided advice and authoritative guidance
in contract administration, quality assurance, engineering, production, manufacturing, pricing and
property administration. Improved organizational performance through mission reviews, adjusting
processes and practices to achieve organization and program goals while assuring compliance with
acquisition laws and regulations, agency policies and local guidelines. Successfully shepherded the
validation of a major defense contractor’s Earned Value Management System – a first in the Agency.
Took action to remove impediments to operational success and developed or revised goals and measures
to track progress. Used the full range of personnel management tools to plan and implement an effective
organization structure. Managed $8.5M labor and non-labor budgets to assure organization needs are met
within budget limitations and financial records and property inventories remained current and accurate.

Interpreted and deployed agency policies on all aspects of acquisition life cycle support and the in-plant
contract management mission throughout the nationwide organization. Determined field office
compliance to assure policies resulted in efficient and effective contract management support to
acquisition partners and buying commands. Policies and procedures related to all contract management
functions including contractor system reviews, industrial support, property management, quality
assurance, engineering and manufacturing systems, and program and technical support.
Deputy Commander, DCMA Boeing St. Louis, St. Louis, MO, Jun 1998 - Jul 2002
Senior Civilian of the largest "in-plant" office in DCMA, directing the management of over 3500
contracts valued at over $75 billion. Contracts managed included several critical and high risk Major
Defense Acquisition Programs such as the US Navy F/A 18 E/F "Super Hornet”, the US Air Force F-15E
"Strike Eagle", the US Marine Corps AV-8B "Night Attack" Harrier, as well as Harpoon and Tomahawk
missiles, the Conventional Air Launched Cruise Missile (CALCM) and the satellite guided Joint Direct
Attack Munition (JDAM). Developed and led agency-wide resource review teams.
Contract Operations Manager, DCMA Twin Cities, Fridley, MN, Jul 1995 – Jun 1998
Led a multifunctional workforce performing the entire range of contract management functions on a
variety of critical and complex weapon systems and subsystems. As the senior technical expert,
represented the organization in consultation with key officials of the Military Services, DoD, and
contractors concerning elements of contracting, policy deployment, legislation and precedent setting
situations regarding contract management and administration. Successfully organized and
institutionalized DCMA/Contractor/ DCAA Management Councils at two major defense contractors,
implemented several Single Process Initiatives with significant cost savings to the government and
industry and expanded the role of the management councils to include all continuous improvement and
streamlining activities.
