An accomplished finance manager with broad-based experience in large to mid-
sized municipal accounting departments, having worked in the Michigan
cities of Dearborn (2 years), Pontiac (7 years), Rochester Hills (12 years)
and Detroit (13 years). Expertise in the public works / public service and
municipal income tax areas, including managing construction project budgets

for the City of Dearborn Combined Sewer Overflow project (2008-10)

- Analyzed SRF program documents upon assignment to this project and
uncovered $50,000+ in qualified expenses that were never billed to the
state; sought reimbursement for these expenses
. Developed the inaugural multi-year budget for the City of Dearborn
Department of Public Works; DPW budget was $30-35 million annually
. Managed $12-$14.5 million in income tax revenue for the City of
Pontiac, MI, for 7 years; income tax was one-third of city's revenue
- Supervised a team of 11 in the Income Tax Department
- Instituted several lock box programs which reduced processing
activities by 1 full-time equivalent, improved cash flow and tracking,
as well as reduced customer service issues
- Saved over $100,000 annually from 2002 through 2008 by instituting a
program which improved the accuracy of tax return processing
. Pioneered the implementation of full costing in the City of Rochester
Hills; concept led to the highest recognition for budget documentation by
the Government Finance Officers Association in 1997 and 1998

- Drafted financial work papers and ensured statistical section

Comprehensive Annual Financial Report (CAFR) activities

discrepancy in budget vs. actual fuel costs and determined that the IT
system did not automatically adjust for rapidly changing fuel costs)
