SUMMARY OF EXPERIENCE: Marlys Norby is a Senior Acquisition Specialist with
over 26 years of experience in contracting and acquisition in both
commercial and Government organizations, including both Defense and
civilian agencies. She has extensive experience in developing and
delivering training in contracting principles, including earned value
management. Her expertise includes full-life-cycle acquisition and contract
management. Ms. Norby is valued for her depth in contracts management
knowledge as an author to the NCMA Contracts Management Body of Knowledge,
has full depth in contract types and program development for defense
programs, has presented training in Performance Based Acquisition, Contract
Administration and Market Research for ESI. Ms. Norby has held titles as
former Deputy Program Manager, Director of Contracts and Director, Business

requirements to execute the Virtual Interactive Processing System (VIPS)
Program Requirements. Based on a draft solicitation, develop and complete
documents for posting the VIPS Solicitation April 2010. This encompassed
completing the Acquisition Plan, the Source Selection Plan, developing and
recommending the Structure of the Statement of Objectives, the Program
Requirements Document (PRD), Quality Assurance Surveillance Plan, Contract
Data Requirements Lists and Incentive Fee Plan. Additionally recommended
language for the entire evaluation criteria but specifically was
responsible for the cost model and language for cost realism and price
analysis. Provided the structure in an excel spreadsheet used by vendors
forVIPS priced offers for the hybrid contract line item structure. Also
reviewed and provided recommendations for contract data requirements on
both the 1423 form to be executed and assisted government points of contact
on where the data item descriptions standards where located and which
specific reports were needed. Provided written responses for vendors'
questions after the solicitation was posted. Assisted ITEC4/NCRCC
contracts personnel and the head of ITEC4's cost / price division with
solicitation language included in the posted solicitation for evaluation
criteria and instructions to offerors. Coordinated comments up through
legal at ITEC4 to acquire signatures. Lead a team of four people to
complete the acquisition areas of work for milestone documentation
development and solicitation generation. Provided solicitation language,
met with reviewers and acquired the signatures for documentation approval.
Provided recommendations / strategies to government personnel for special
works clauses, data rights and elements required for information technology
acquiring a Modular Open Systems Architecture to process digital data
through the MEPCOMS for the military, the VIPS mission. Provided brown bag

supported (Mainly Head Protection, and also Soft/Hard Body armor) for the
Product Soldier Survivability office. Working with Assistant Product
Managers and Contracting Officers, and team members from Quality Assurance
and product engineers, established Acquisition Plans and Strategies,
Systems Engineering Plan, work statements and statements of objectives,
data requirements, product descriptions and Purchase Requests, for Product
Soldier Survivability Office.

Alpha Contracting Lead working directly with the contract team of the
contracting officer, test director and other members to establish processes
and artifacts (SOW, price analysis and budgets) to negotiate and award the
contract using alpha contracting techniques, for the Marine Corps
Expeditionary Fighting Vehicle follow on contract with General Dynamics.
All aspects of negotiation were supported. Ms. Norby singlehandedly created
and established a data base to create the cost estimate for both level of
effort and materials pricing and negotiations platform from a rate
structure employed by the contractor and to map updates. Also recommended
award fee events, methodology and reporting elements for the program
schedule. Daily worked with the Testing Director, the subsequent Program
Manager, Keith Moore, of the program in 2008, in creating the requirements,
strategies and dissemination of information.

proposal methods for this small employee owned company. Three segments of
business were Army Corps of Engineering, Information Technology, and Safety
reporting for the military. Opportunity to serve the Marines Alpha

FEMA reporting and internal records to assist in achieving goal. Was placed
to strategically support the Government for critical operations and
