Summary of Accomplishments

. Strong on data modeling, migration, tuning, optimization and system

design. Reputable for being able to quickly provided simple logic to

handle difficult/complex business scenarios.

. Worked directly with over 300 users and had extremely good

relationship with every user. My users include county judges, vice

presidents, clerks, managers, directors, IT developers, IT support

groups, as well as 60+ years old computer novices. The products that

I have designed and developed have been considered extremely user

friendly and required little user training.

. Over 22 years' experience of system development in the client/server

environment plus 2 years' in Firmware, PC and Mainframe. Most of the

time, I was the main driver of architect decision through the full-

cycle development, where I was either a sole developer or technically

led the development team. 9 years' consultant experience including 2

years' working with Anderson Consulting (Accenture) and 2+ years with

Northrop Grumman.

. Over 16 years with Oracle products including database versions from 8

to 11G, Designer, PL/SQL, Form, Report, Graphic, Business Intelligence

Suite, Oracle Fusion Middleware. DB tools (Erwin, Toad, plsql-

Developer, embarcadero).

. Started using Oracle Data Warehousing features since 1996, including

creating several ETL systems that are easy to use/maintain and are

still successfully processing time-critical high volume data. These

ETL systems saved significant development and maintenance costs for

the companies. Developed BI reports using Oracle Discover and BIRT

reports. Had also exposure to other Data Warehousing tools such as

Informatica, Cognos, Crystal Reports, Oracle warehouse builder, and

Oracle Data Integrator.

. Over 6 years of light to medium levels of development for

Java/Web/Portal. Web 2.0 (SOA-SOAP, Ajax), Social Web Server (Oracle

WebCenter, Websphere Portal, Liferay), Web/portal servers (Apache,

SQL plus automated testing feature.

. 3+ years with Oracle ERP Systems (Financial and Manufacture), 2 years

with PeopleSoft HR, and 2 years with Costpoint ERP, performed as

technical leads for the responsibilities of data conversion,

customization, developing interfaces.

. Had technically led two migration projects and sole developers for

another three migration projects, four of them were considered

companies' biggest migration events in history. Zero to several

issues been discovered from testing team during the implementation,

after two years in production, only one issues being reported in one

of the projects.

. 7+ years with Microsoft development tools, 3+ years with VB, and good

experience with C#, .NET.

. Created one EDI translator, which is general-purposed, light-weight

and was recognized to be superior to commercial products. Created

three Imaging systems, three Bar code Systems and worked with FAX

Servers,

. Very focused on creating customer's business values; proven

achievements by rapidly developing the systems that lasted many years

with little or none maintenance efforts. For example: Several

publically access systems I developed for Tarrant County before 1993

were still running as of 2009 (at least 16 years of use with no IT

staff support since 1993).

. Only had success in my system development career including salvaging

others' failed or impossible projects. The success reached the goals

of: 100% customer satisfaction, efficient development using effective

resources.

Performed Oracle development DBA/database developer as main duties, and

performed portal developer, release manager, and test manager as

secondary duties for National Airspace System Adaptation Environment

(NASE) System and IT Asset Management System (ITAM).

. Technologies/tools: Apache, ATG, Jboss, Java, Perl, Unix Shell, JSP,

Javascript, XML, Eclipse, Jdeveloper( ADF, MVC), Ant, ClearCase,

Oracle, Perl, Web Services-SOAP (replacing Perl with Oracle SOAP

utility).

. Developed ETL processes which real-time processed ITAM scanning data

collection into Oracle database and consolidated disparate data

sources from heterogeneous and geographically-dispersed IT environment

for both NASE and ITAM.

. Created a data warehouse system to process and host ITAM data for 75

thousands hardware assets and associated software assets. It also

includes ETL and Business Intelligence (BI) feature to generate

analytical reports.

. Created an agentless network discovery process using open source Nmap

scanning tool, due to the novel design of the Unique Identifier, pilot

test had proven that it was able to identify each hardware asset with

the accuracy over 95% versus other vendors' 20% to 50% accuracy.

Responsible for technical solutions to FAA's ITAM RFP.

. Participated NASE reengineering: Started exposure to Web 2.0,

evaluated the following products:Oracle fusion Middleware (Weblogic,

WebCenter Websphere, liferay, jboss. Desktop solutions using

Jdeveloper.

Processing System at Illinois Tollway, nation's 2nd biggest Tollway.

. Provided design, solutions and mentored 10 to 12 Oracle developers

among entry to senior level for any Oracle technical skill.

. Migrated data for the entire Violation System from the competitor's

system with no documents nor technical support.

. Developed an Image Review System, which interfaced over million

image files per day between Oracle database and Web, responsible for

providing Java stored procedure and APIs to Web team.

. Developed two ETL systems using Oracle database's ETL utilities and

Data Warehousing features: external table loading, pipleline,

analytic/aggregate SQL, advanced PL/SQL, partitioning tables,

materialized views:

o Parallel processes timing critical and high volume of data,

requiring to load /translate at least 100 violation files

(along with 1000 image files) per second from a slow

unorganized file system into 5 tables, plus moving image files

into well-organized file system

o Processes incoming and generate outgoing files for 3rd party

vendors (over 100 vendors daily) including powerful script to

load/parse dynamic file format.

. Revamped several existing modules by providing creative designs that

made the system faster, more flexible and easier to maintain. The

changes also dramatically reduced the lines of the codes. Such as

from five thousands lines into seven hundred lines, from three

thousand lines into two hundred lines.
