SUMMARY: Thirty-five years of experience and education in program/project management,
program control, scheduling, Earned Value Management Systems (EVMS), financial
management, cost management and estimating, management systems analysis, contract
management, and budget. Participated in, or was in charge of, over eighty major reviews of
contractors’ management system to validate compliance with DOD, NASA and DoE directives
on program management and/or EVMS. Responsibilities include being in charge of offices
which oversee successful completion of major contracts for acquisition of aircraft, space and
laser systems, including satellite launch and control systems, ground systems, refurbishment of
existing weapon systems and facilities. Developed, consulted and taught program management
