SUMMARY:
Vast employment / labor relations experience developed over twenty (20)
years working in senior positions within government, business, labor and

County of Riverside, California, March 2010 - Present (Full-Time)
. Chief negotiator for Riverside County with an annual payroll of 1.1
Billion.
. Administered Memorandum of Understandings covering more than 19,000
public sector employees including nurses, sheriff's deputies, district
attorneys, engineers and other employees.
. Represented the County as Chief Negotiator in all major contract
negotiations; delivered unified and consistent messaging to the
unions; and, improved bargaining coordination.
. Successfully developed, recommended the County's negotiating positions
with the various unions and successfully defended same before senior
County executives and elected officials resulting in substantial
savings for Riverside County taxpayers.
. Responsible for County labour cost reductions resulting in $128
million dollars in savings from various collective agreements.
. Developed successful bargaining strategies for County departments in
all labor negotiations with the various unions including SEIU, LIUNA
and other employee (non-international associations).
. Oversee representational efforts by all Employment Relations personnel
in labor relation matters concerning County Departments including
Hospital, Sheriff's Department, Prosecution (D.A.) and Social
Services, et al.
. Planned, managed and supervised the County's Employee Relations

Brian McArthur is a professional negotiator with over 25 years experience
at the bargaining table. He has negotiated more than 300 collective
agreements and is widely recognized as a mutual gains bargainer.
Brian currently serves the 2.1 million citizens of Riverside County in
California as Director of Employee Relations. In that role, he is the
County's Chief Negotiator and is responsible for bargaining agreements
covering more than 19,000 public sector employees including Attorneys,
Sheriff's Deputies, Engineers, Nurses and other public sector
professionals.
His past labour relations experience includes being former Director of
Collective Bargaining for the United Food and Commercial Workers
International Union in Canada and Director, Labour Relations for Jacobs
Industrial Services Ltd.
Brian's experience at the bargaining table includes negotiating with some
of the largest corporations and unions in North America including SEIU,
LIUNA, Teamsters, UFCW, InBev (Labatts), Molson-Coors, Loblaw, Cargill,
Coca-Cola, Pepsi, Maple Leaf Foods, Tri-Mac, Archer Daniels Midland (ADM),
The Great Atlantic and Pacific Tea Company (A&P), The Hudson Bay Company,
Compass Group, Four Seasons Hotels, Holiday Inn, Best Western, Heinz,
Aramark, Cara, Metro Richelieu, Diageo (Seagrams) and Wal-Mart. He has
significant knowledge of Canadian, American and British employment
relations systems and has spoken on a variety of labour relations issues
throughout the U.S., Canada, Great Britain, France, Ireland, Germany,
Switzerland, Spain, Japan and Argentina.
Brian has a Master's degree in Law and Employment Relations from a leading
British University. He also has professional training in negotiations from
Harvard Law School. Brian has taught advocacy, collective bargaining and
employment law at the university level and has been recognized as a leader
in the field of industrial relations by the Conference Board of Canada. He
has lectured at such place as: The University of British Columbia, Queen's
University, McMaster University, McGill University, Bishop's University,
Laurentian University and Harvard Law School. He has been the guest speaker
