Under the general supervision of the Austin-Metro Health Support division Director, serve as IT

Operation Manager for the Specialized Health Services Support Group. Duties performed: advanced

management and/or oversight activities for daily operations of Texas Department of State Health

Services (WIC). Manage direct reports technical staff and provide direct support to ARRA Program

Coordinator. Provides guidance and leadership to assigned staff to ensure services are coordinated,

efficient, follow best practices and policies, and meet service level agreements. Provide metrics and

status reporting for these activities to IT senior management. Responsibilities include meeting

established goals, ensuring work plans and schedules are in place and properly executed, organizing

the work based upon best practices, and overseeing day-to-day operations so that projects are

completed on time, within budget, and within scope and quality requirements. Performs highly

advanced computer systems analysis and project managerial for DSHS as a member of the Operations

Unit. Perform individual tasks as necessary. Assign, coordinate and manage new projects to

effectively meet agency needs. Do analysis/design plans. Review and approve designs including

charts, diagrams, tables that depict the present and proposed systems in terms of tasks accomplished.

Consult with customers and staff to effectively plan, implement and manage quality assurance

processes for computer systems and networks at DSHS. Direct/perform the design and

implementation of computer system software utilities which interface with application and network

software for required functions at DSHS. Maintain existing systems. Monitor resolution of production

problems in both application and network environments. Review/analyze existing processes/systems

for efficiency/effectiveness. Provide system level documentation for customers. Advise and consults

with DSHS customers in providing support services and evaluating service level performance

consistent with DSHS, HHSC and DIR plans, standards and guidelines. Maintains up-to-date

knowledge of other areas within the branch and negotiates sharing of resources to achieve objectives

across the Section. Assist in the guidance and development of staff through review of performance
