I serve as the Information Technology Services Division (ITSD) Director and Chief Information Officer
(CIO) for the State of New Mexico Department of Health (NMDOH). In my position as Acting Chief
Information Officer, I lead a team of over 100 information technology (IT) professionals in the support of
400 servers, 3500 desktops and laptops, 3300 email accounts, 4000 telephone lines, 100 sites and over
100 applications and systems. I serve as the Health Information Technology Lead representing the
NMDOH for the multi-agency State of New Mexico Healthcare Reform Leadership Team that is
responsible for implementing policy and programmatic changes as a result of the Patient Protection and
Affordable Care Act. Serve as Co-Chair for the NMDOH Health Insurance Portability and Accountability
Act (HIPAA) Executive Committee that is responsible for ensuring the Department’s compliance with the
HIPAA Privacy and Security Rules. I successfully implemented a new Division-wide training program
allowing for cross-training of IT staff in essential functions and services that supports the Division’s
Continuity of Operations Plan (COOP). Based on reduced legislative appropriations and executive
budget cuts, I reduced IT operational costs by renegotiating vendor contracts, renegotiating service levels
with business units and reorganizing the ITSD. The reorganization resulted in the Division’s ability to be
more responsive and agile to support the NMDOH’s mission and goals. I manage an operating budget
over $10 million and a project budget over $5 million. I initiate, plan and execute large and complex
projects with demonstrated experience in IT project management. Annually I create the Annual
Information Technology Strategic Plan. I facilitate a strategic planning process involving the
Department’s Cabinet Secretary, Deputy Cabinet Secretaries, Division Directors and Deputy Division
Directors. As Acting Chief Information Officer, I oversee the IT Performance Management Program,
present monthly dashboards to the Department’s Senior Leadership and manage process redevelopment
projects. I am currently functioning as the Acting Chief Information Officer and Deputy Chief

I served as the Information Technology Services Division (ITSD) Deputy Director and Deputy Chief
Information Officer for the State of New Mexico Department of Health (NMDOH). In my position as
Deputy Chief Information Officer, I served as the Division’s Chief Financial Officer overseeing an
operating budget over $10 million and a project budget over $5 million. I successfully reduced the
Division’s operating costs year after year to comply with Gubernatorial Executive Orders and reduced
legislative appropriations. These reductions did not negatively impact the information technology (IT)
services provided to the Department’s 4200 employees, seven divisions and seven healthcare facilities. I
successfully created and directed a Project Management Office (PMO) to manage all IT projects.
Through my leadership, the PMO created and implemented IT Project Management policies and
procedures resulting in a standard project management methodology used throughout the Department.
The Department has not had a failed IT project since the creation of the PMO and the implementation of
the standard project management policies and procedures. I approved, prioritized and controlled IT
projects. I successfully created an Enterprise IT Governance Committee charged with overseeing large IT
investments and the alignment of IT to support the 4200 employees of the Department and its seven
divisions and seven healthcare facilities. I served as Co-Chair of the Enterprise IT Governance
Committee. As a member of the Department’s Senior Leadership Team I have successfully managed
labor-management issues within the ITSD. As a result, I was appointed as Co-Chair of the Department’s
Labor Management Committee responsible for executing and enforcing the articles contained within the
Collective Bargaining Agreement (CBA). I successfully created an Information Security Program, an
Enterprise IT Security Plan and created a Chief Security Officer (CSO) position. I functioned as the
Chief Security Officer for over a year. During my tenure as CSO, I implemented an Enterprise Disaster
Recovery Plan, created and enforced information security policies and completed information security

assessments. I developed a Continuity of Operations Plan for essential IT services provided by the
Division. The plan was successfully executed during the pandemic influenza event in 2009. I established
Division goals, initiatives and operating procedures. I wrote professional service contracts for IT system
acquisition, system implementation, application maintenance and support, staff augmentation and IT
audits and assessments. I reviewed all IT hardware and software requisitions for compliance to Division
technology standards and IT purchasing rules.
Key Accomplishments
• Created a consolidated IT operational budget with input from the Department’s Cabinet Secretary,
Deputy Cabinet Secretaries, Division Directors and Division and Facility Chief Financial
Officers.
• Directed an enterprise data backup and recovery project resulting in the successful backup and
restoration capability of all production applications and systems (400 servers, 100 applications)
across 100 sites.
• Created an Information Technology Security Incident Response Plan that resulted in the
successful response to a major information security attack and recognition by the Federal Bureau
of Investigation (FBI).

I served as the Bureau Chief of Outreach and Customer Service within the Information Technology
Services Division (ITSD) of the State of New Mexico Department of Health (NMDOH). I was appointed
Chair of the Information Technology Standards Committee responsible for developing enterprise
information technology architecture standards. I directed information technology (IT) support of 100
sites to include local area network support, desktop support, printer support, client-based application
support and telecommunications support. I was responsible for the Department’s 7 x 24 helpdesk support
operations providing support to over 4200 department employees. I successfully created the Enterprise IT

I served as the Acting Bureau Chief of the Application Development and Support Bureau and Section
