CM3, LLC (CM3) was established in 2005 by Chris Wells as an Ohio based, veteran owned small business

CM3 PROJECT EXPERIENCE
U.S ARMY GREEN AMMUNITION PROGRAM (DECEMBER 2007 2010) In December 2007 Chris Wells was contracted
through URS Corporation/CDI to provide master scheduling services for the U.S. Army Green Ammunition
Program. The Program Manager was ATK Small Caliber Systems, a Division of Alliant Techsystems and
site manager of the U.S. Army’s Lake City Army Ammunition Plant located outside Independence,
Missouri. Under the cognizance of URS Corporation, Mr. Wells provided an evaluation of existing project
structuring and project management systems including conformance to Mil std 881A and ANSI 748. Upon
completion of this review the findings were submitted to the Sr. Program Manager and Director of
Technology along with recommendations for improving the existing Program structuring (WBS elements,
resource coding, and EVMS reporting requirements); the existing project controls and proposal
development systems; and baseline scheduling and schedule updating requirements for both the U.S.
Army Green Ammunition Programs and ATK’s IR&D projects.
At the end of ATK’s obligation to URS Corporation and with URS approval, ATK issued a two year contract
to CM3 to provide: master scheduling and EVMS reporting for the U.S. Army Green Ammunition Program
and ATK’s IR&D projects; system administration for the installation and utilization of Primavera P6 v7 and
Web Access; and user training for Program Managers, Project Engineers, Principal Investigators and
others.

CM3 provided proposal development and program management support on over 30 projects for the
following Programs: M855 phase III, M856 Phase II & III, M80 Phase I through III, M62, M855LFS Case
Mouth Waterproofing Phases I & II, M276 Phases I & II, LFWA Caseless, and Case Telescoped Phase III.
The project scope included product development, design verification, tooling & test equipment,
coordination with vendors, rehabilitation and upgrades to existing facilities, new facilities, waste treatment
systems, and utilities.
Services Included:
Primavera Systems Administrator for the IT Department during the selection and integration

of hardware and software systems associated with of Primavera P5, P6 Client, P6 Web Access,
and Cost Manager. Turnover at end of contract.
Provided work oversight and solutions for problem areas within the proposals and project

Assisted Program Management and Human Resources during their interview and selection

process for the hiring of permanent, employed schedulers.
Worked with the Finance and Pricing Departments to develop resource coding structures and

standardized pricing procedures for proposal development.
Developed a Power Point training program for both Primavera P6 client and Web Access to

train project engineers, schedulers, project managers, and others.
Provided analysis of existing schedules, resource assignments, and verification of work

details for existing projects and provided work around plans to bring projects back within critical
path deadlines and balance resource requirements with the budget and funding profile.
Provided mentoring to project team members during proposal development, negotiations,

and award process based upon Mil std 881A, ANSI 748, Federal Acquisition Regulations (FAR),
intellectual property, and EVMS report structuring.
Attended proposal delegation meetings with the General Manager, proposal reviews with the

Developed and maintained schedule baselines and updates; provided monthly status of

civil and structural modifications, process mechanical upgrades, auxiliary systems,
instrumentation, electrical and piping systems.
G 2 TYPE CHANGE IMPROVEMENT PROJECT– Implementation of procedural, piping and control

system changes to reduce the average type change by 4 hours for 28 “normal” type changes.
Included improvements to pump capacity, chase and refill process vessels, piping improvements,
mechanical systems, electrical, instrument control, and switching devices.
G 2 ORGANIC DUST PROJECT – Implementation of a cyclone system capacity increase program

consisting of a bulk loading surge hopper, screw feeder, metal detectors, dust collection system,
cyclones, electrical, instrumentation, and piping systems.

WENS CORNING GLASS PRODUCTS FACILITY DECOMMISSIONING (APRIL 2007 JULY 2007) Provided proposal development

services for EarthTech in Florence, Kentucky for decommissioning of an Owens Corning Glass Products
facility. Performed services as Site Investigator and Proposal Development Manager for proposal
preparation including: site environmental investigation data collection, subcontractor RFP development,
schedules, cost engineering, and proposal development.
ONTRACTOR, GENERAL (JANUARY 2005 JUNE 2007) Contractor and proposal development services for five building

projects, thirteen home remodeling projects, four masonry projects, fifteen commercial and residential
roofing projects, three commercial remodeling projects and nine remediation projects for mold and water

PRIOR WORK EXPEERIENCE
HR GRAY INC. COLUMBUS, OHIO (1999 2005) PROJECT MANAGER. Provided construction management,
administration, estimating, scheduling and inspection oversight for civil and public works projects.
Performed planning, constructability reviews, bidding, change management, and payment requests.
Provided client interface, new business development, and project reporting in accordance with established
policies. Established and monitored project safety and quality programs, and supervised the daily activities
of project personnel including technical and administrative support to ensure that deliverables were
produced on schedule and within budget. Managed the scheduling and cost control functions of projects
utilizing Primavera P3, Expedition and Surtrak; detailed estimation with MC2 and Means. Participant on the
U.S Access Boards' Public Rights of Way Access Advisory Committee (PROWAAC) and was a sub
subcommittee chairman for the development of a technical assistance manual "Planning and Designing for
Alterations in the Public Rights of Way".

PRINGFIELD ENVIRONMENTAL SPRINGFIELD, OHIO (1997 1998) INDUSTRIAL WASTE MANAGER. Managed the engineering

evaluation, redesign and upgrade of three industrial wastewater treatment systems for Cooper Energy,
Rittal Corporation and Cornnuts Food Processing and integrated those upgrades during normal business
operations. Managed the operation, maintenance, environmental testing and compliance reporting for the
Cornnuts food processing facility wastewater treatment system.
EPICH ASSOCIATES / METHANE SPECIALISTS HOUSAND OAKS, CA (1991 1996) PROJECT MANAGER AND STAFF ENGINEER.

Provided consultation for Phase I & II site assessments; subsurface investigations; water and air quality
investigations; RCRA oversight; NPDES permitting; design and construction inspection oversight; landfill
closure and post closure plans. Provided methane gas consultation and services including: site
investigations; gas well monitoring; gas mitigation system design; and construction services. Clients
included Universal Studios Theme Park and numerous commercial facilities and high rises in downtown
Los Angeles. As and EH&S consultant for Amblin Productions, provided health and safety monitoring
during the filming of the movie Jurassic Park.
Landfill projects assisted in the design of landfill gas collection and control systems, Lechate and
condensate collection and treatment systems, buildings and access roads; provided NPDES permitting,
storm water management, and closure and post closure activities. Prepared and presented a new
treatment facility technology to the California State Waste Management Board to obtain approval for the
new facility and its closure and post closure plan (approval was granted on first review). Investigated
numerous abandoned hazardous waste landfills in Southern California and provided oversight for proper
abandonment for the County of Orange Environmental Health Division.
AW ENVIRONMENTAL BURBANK, CA (1990 1991) SR. GEOLOGICAL ENGINEER TECHNICIAN. Specialized in subsurface

investigations, landfill design, and construction inspection services at the Browning Ferris Industries Azusa
(Class III) Sanitary Landfill, Azusa, California. Maintained the quality assurance program during
construction by providing quality control testing and analysis, observation, documentation and as built
drawings for sub grades, geo synthetic and clay liners, HDPE liners and HDPE pipe collection systems
and the preparation of as built drawings and agency reports; installation of vertical wells, horizontal
trenches and collection piping; Lechate and condensate collection and treatment system; buildings and
