Director of Human Resources

As a member of the executive management team, provide strategic leadership

and insight and lead the human resources operations in a 2000-person senior

services company with 17 locations throughout Indiana. Through strong

human resource leadership, enabled company to save approx $300,000 a year

by reducing employee turnover 12%.

. Established partnerships with management and facility-level staff

through the development and execution of a Service Level Agreement,

establishing clear roles and responsibilities for stakeholders and

driving increased requirements for human resource professionals

throughout the organization;

. Implemented reporting systems for key human resource metrics, allowing

company to target key opportunities and measure results of

improvement initiatives based on empirical data;

. Reduced total turnover throughout Company from 79% to 66% over two

years through: creation of training program in positive supervision,

focusing on active communication, coaching, and employee recognition

skills; introduction of consistent, high-quality training program for

new employees through implementation of Silverchair E-Learning system

(This resulted also in reduction in deficiencies in state survey

process for failure to provide regulatory-required training.); and

. Reduced overtime expenses by approx. $100,000 and aligned

organizational structure more effectively through execution of

analysis and reclassification of 60 positions.

. Re-envisioned the Company's employee benefit strategy; conducted

search process for strategic broker and TPA partners for 2011

benefits. This relationship resulted in our ability to announce

increased benefits eligibility within the Company, while also reducing

premium costs to employees, up to 50%, with no increased cost to our

self-funded plan.

INDIANA STATE PERSONNEL DEPARTMENT (01/2004-07/2008)

Human Resource Director (EXBB) - Department of Child Services - (06/2006 -

07/2008)

Embedded in the Department of Child Services through SPD's centralization

initiative to provide strategic management and best practice human resource

guidance to support rapid growth and cultural transformation of a new state

agency. Provided human resource strategies to recruit and hire approx 2000

people in two years, while also developing and implementing necessary human

resource infrastructure.

. Achieved governor's mandate to double the size of caseworker staff and

meet statutory caseload requirements through development and execution

of recruiting and hiring strategies throughout the state in order to

hire 30-75 people per month.

. Developed behaviorally-anchored and standardized interview tool to

improve quality and consistency of new hires. Put into operation an

innovative application screening and routing process to leverage

PeopleSoft technology and streamline the hiring of caseworkers.

. Facilitated overall agency growth by providing organizational design

leadership and support to senior management and executive personnel.

. Achieved personal performance evaluation of Exceeds Expectations from

the State Personnel Director. Managed the agency's initial execution

of the State's new performance management process.

. Presented on strategic human resource/staff development partnerships

at the 2008 Scaling the Summit Conference, in Denver, CO, in

collaboration with the DCS Staff Development Director;

. Participated on the Workforce Subcommittee on the Positioning Public

Child Welfare Initiative, sponsored by the National Association of

agencies in resolving labor union grievances and employee merit complaints,

aspects of the State's revision to Performance Management process that

allowed implementation of performance-based pay increases for all State

employees, beginning in 2007.
