non-teaching school employees.
DIRECTOR OF HEALTH CARE SERVICES
. Developed and/or lead implementation of several new cost-saving
programs for a financially challenged benefit plan. First of the Ohio
systems to adopt some ground-breaking ideas including:
o Implementation of closed, generics-based formulary ($21mm/yr
savings)
o Conversion from Medicare RDS to Medicare Prescription Drug Plan
($26mm/yr savings)
o Launched SERS' first Retiree Wellness initiative
o Conversion from Medicare Supplement plan to Medicare Advantage
for 40,000 retirees
. Managed HR functions of exempt and non-exempt staff including call
center, plus all plan design, vendor relations and financing of a $200
million program.
. Earned cooperation of a previously mistrusting Board. Provided
leadership resulting in positive Board action, resulting in a balanced
health care budget and greatly extending solvency of the plan.
. Successfully lead Health Care Preservation Task Force comprised of
representatives from constituent groups through options for change,

. Negotiate and administer vendor contracts for medical, prescription,
dental, vision, LTC and disease management plans.

Preservation Plan (2005) and primary developer of the Choices Health
