Infrastructure Service Line Group Manager, San Francisco Office, (January
2009 - January 2011) - Directed the daily operations of the civil
engineering services group in the San Francisco office. Managed a group
consisting of four team leaders and twelve staff engineers. Responsible for
all contracts and fee proposals for projects performed through the
Infrastructure Service Line in the San Francisco office.
Major Projects
Mission Bay Urban Development Project, San Francisco, CA. - Program Manager
responsible for coordinating and providing Winzler & Kelly's engineering
services to Mission Bay Development Group, the prime developer and asset
manager of this larger 300+ acre mixed-use redevelopment in downtown San
Francisco. For various component projects, performed as Project Manager on
the following: Blocks 36-39 and X-3 Infrastructure Improvements;
Construction Assistance of Sanitary Sewer Pump Station #3; and the 4th &
16th Street Signalization project.
49er Stadium, Santa Clara, CA - Project Manager and Lead Project Engineer
for the development of plans and specifications for the new 49er Stadium to
be located in the City of Santa Clara. Prepared schematic design plans in
the first phase of what would be a design-build project. As Project Manager
was responsible for coordination of civil design elements with other
disciplines of the design team. Responsible for design budgets and billings
to Client. As Lead Project Engineer was responsible for directing the
design effort for the civil site improvements and coordination of approvals
with City staff. Successfully prepared an application for and obtained a
use permit and rezoning designation for the project site to Planned
Development.
Santa Clara Valley Medical Center, Services Building Replacement, San Jose,
CA - Project Principal responsible for technical quality assurance and
financial performance for the civil site improvements of this $55M design-
build project. Project included storm and sewer pump stations, site
development and roadway improvements. Infrastructure improvements included
relocation of medical gases to accommodate construction of a tunnel
connection between the new Services Building and Main Hospital.
California Department of Corrections and Rehabilitation, California Health
Care Facility, Stockton, CA - Task leader for grading and drainage
construction documents for this design-build project. Lead a team of three
engineers and technical support staff to prepare construction documents for
the first phase of construction. Grading and drainage improvements
consisted of parking facilities to accommodate 2450 parking stalls,
associated drainage infrastructure including bio-filtration/treatment for
LEED credits, and a 69 ac-foot detention basin.
On-Call Engineering Services, City of American Canyon, CA. - Project
Manager and reviewer for various private site development plans. Reviewed
construction documents for compliance with use permits and City design
standards. Prepared comments and recommendations to City staff where
development plans did not meet City standards and or development conditions
and worked with developers to resolve conflicts. Prepared plans for various
Capital Improvement Projects to include Annual Water Main Replacement, and
Recycled Water Pipeline - Phase 8.
PACE Civil, Inc., Redding, CA (May 2000 -
March 2008)
Associate Engineer - Prepared scope and fee budget proposals for
engineering services, Statement of Qualification and Request for Proposal
submittals, delivered proposal presentations to public agencies, contract
administration, billing review, tentative maps for development permit and
entitlement processing, design of industrial/commercial site development,
residential development, public infrastructure projects, and engineering
reports. Performed construction observation and project management for
local municipalities for public improvement.
Major Projects
Northern California Veterans Cemetery, Igo, CA - This is the first State
owned and operated, cemetery to serve the veterans, and their dependents,
of Northern California. At total development this cemetery will cover 63
acre and provide 49,000 burial sites. Provided preliminary designs for the
master planning and development of the cemetery. Phase I of this cemetery
covered 14 acre, providing 8,500 burial sites, an administration building,
public information building, maintenance building, committal shelter, water
supply, and wastewater disposal facilities. Prepared plans and
specifications for civil site improvements. As Project Manager coordinated
design efforts of geotechnical, structural, and electrical engineers. Cost
of construction: $6.7M.
The Vistas Assisted Living, Redding, CA - For this 70,000 square-foot
Alzheimer and other age related dementias assisted living facility,
prepared civil designs for off-site roadway and storm drainage
improvements, site utilities, and grading. As part of the City of Redding's
onsite post development storm drainage requirements, designed storm drain
detention consisting of three interconnected above ground ponds.
Fern Subdivision Feasibility Study, Redding, CA - In the City's effort to
revitalize the Martin Luther King, Jr. neighborhood, prepared a preliminary
engineering report to determine the feasibility of new single-family
residential development on the properties commonly referred to as the "Fern
Subdivision." This report provided the Redding Redevelopment Agency
information on existing topographic features of the site, current General
Plan policies, zoning regulations, and infrastructure necessary to support
development of the properties in the study area. Two preliminary layouts
were prepared to analyze the potential development patterns for the site.
An order of magnitude cost estimate for infrastructure improvements was
also included for each layout.
Vallecito Street Safe Routes to School, City of Shasta Lake, CA - Prepared
plans, project specifications and right-of-way acquisition exhibits for the
construction of 0.5 miles of road widening including bike lanes, sidewalks
with curb and gutter, and storm drainage improvements. Coordinated
structural engineer's designs for extension of the box culvert at Salt
Creek and miscellaneous retaining walls.
SHN Consulting Engineers and Geologists, Inc., Redding, CA (May
1999 - May 2000)
Senior Engineer - Preparation of Statement of Qualification and Request for
Proposal papers, prepare and deliver proposal presentations to public
agencies. Prepare scope of work and fee budget proposals, contract
administration, billing review. Prepare engineering reports, project plans,
specifications, and engineering estimates for a wide variety of engineering
projects. Projects included: New road construction, road overlay and
reconstruction, site design, cleanup and abatement erosion control plans,
drainage and sediment volume studies. Supervise staff in the design of site
development and public infrastructure improvement projects. Provide QA/QC
review and stamp engineering projects and reports prepared by other office
engineers.
Major Projects
NCSC Tarmac Reconstruction Project, Redding, CA - Prepared plans,
specifications and engineers estimate for the U.S. Forest Service's
expansion of the existing smoke jumpers tarmac facilities at the City of
Redding Airport. The tarmac expansion was required to meet FAA design
standards for taxiway and parking criteria of C-130 aircraft. Design of
flexible pavement sections were required to meet FAA standards for 2S wheel
loading of C-130 aircraft.
Modoc County Road 56, Modoc County, CA - Project Manager and engineer
responsible for preparation of construction plans, specifications and
engineer's estimate for this 1.2 mile road overlay project. Project plans
and specification were prepared in metric format and required Caltrans
review and approval.

1997 - May1999)
Senior Engineer - Duties included preparation of scope and fee budget
proposals, contract administration, billing review, development master
planning, development permit processing, preliminary grading and drainage
plans, supervised staff in the design of Industrial/Commercial, site
development and public infrastructure improvement projects.
Major Projects
Agnews West, Santa Clara, CA - For the State of California, prepared
conceptual master plans and preliminary construction estimates for the
entitlement and development of a 160 acre multiple use and density
residential specific plan. Additional work included preparation of lot line
adjustments on an adjacent 40 acre parcel, coordination of complex mapping
requirements, engineering design oversight and coordination of an adjacent
development with abutting public infrastructure improvements. Once the
State decided not to pursue entitlements prior to sale of the property,
became the engineer for the developer that would be the successful
solicitor of the property. Performed coordination and engineering tasks in
the due diligence process for the developer's acquisition, entitlement and
master planning of the property.
Campbell Technology Park, Campbell, CA - Prepared Vesting Tentative Map,
preliminary grading and drainage plan, construction plans for site
improvements and public infrastructure improvements for an 18 acre R/D
development. Design of public improvements included storm drainage master
planning for a 60 acre water shed. Work on the storm drainage master plan
lead to a subsequent contract with the City of Campbell for the design of
those improvements.
