I have been engaged in civil/environmental engineering design since 1978.
My responsibilities have included establishing design criteria and meeting
project schedules. I have experience in storm water hydraulics and
hydrological analysis and computer modeling, the investigation and
preparation of Environmental documents including FONSI, CE, and Phase I
Environmental Assessments, designing roadway horizontal and vertical
alignments, airport design including the preparation of bid documents and
construction management, all aspects of civil site design, and the design
and preparation of BMPs for soil erosion and sedimentation plans. My
experience as a Civil/Environmental Engineer have included:
* Experience providing training, technical assistance and technology
deployment in the area of National Environmental Policy Act (NEPA),
project development and related environmental requirements including both
the natural, social and cultural environments for the transportation
community. Preparation of NPDES, SPCC, and SWPPP permitting and
compliance.
* Preparation of the EA documents required me to consult and provide
technical resource on FHWA policy, procedures, and guidance on NEPA,
Section 4(f), Section 106, archeology, project level AQ conformity
determinations, noise impacts, the coordination of ROW issues and all
other Federal laws, regulations, Executive Orders, and directives related
to social, economic, and environmental considerations applicable to the
Federal-aid highway program and to State and Local funding projects.
* As project manager, I have been responsible for the management,
supervision, and performance of the day to day tasking of assignments to
Engineer Interns and Technicians who have been assigned to my work group
by providing advice and guidance when technical interpretation, opinion,
or decisions are solicited. Consultations involve assessment of
engineering design, modification, evaluations, specifications,
construction or production, maintenance, improvements, or personnel
training. My work group performed the planning, designing, and
construction management for transportation projects for FHWA, State DOT,
and Local County/Municipalities. I also work with surveying team in
investigating, measuring, surveying and mapping the earth's physical
features and phenomena, in preparing floodplain/floodway analysis,
highway design, and bridge hydraulics.

Position - Sr. Transportation Design Engineer/ Project Manager
As Project Manager my duties included: Review and coordinate the
review of the environmental documents, preparation of complete civil
engineering designs, preparation of complete design documents, and
coordinates environmental assessments through the preparation, review and
approval of final designs. Responsible for the all data collection,
investigations, and the preparation of Environmental Assessments, FONSI,
and CE documentations, and present these findings at Design Public Hearings
and to Local, State, and Federal DOT.
Responsible for the coordination of survey data collection, the
design and preparation of construction plans including right of way
footprint for State, County, and Municipalities. The construction plans
include horizontal and vertical alignments, drainage design, retaining wall
design, edge of pavement profiles, erosion control and best management
plans, traffic control plans, and right of way acquisition plans. Many of
the designs, particularly with the counties and municipalities, required
widening and bridge relocation to be performed utilizing two lanes of
traffic at all times.
Performed all hydrologic and hydraulic modeling required for the
floodplain/floodway encroachments necessary for the FEMA and Corp of
Engineers permitting submittals. These projects included open channel
realignments and improvements, no-rise certifications for bridge
replacements, FEMA CLOMR, and determining base flood elevations for
subdivision construction.

As project manager my design team was responsible for the
preparation, review and coordinate the review and approval of the
environmental documents, preparation of complete civil engineering designs
and bid documents, the engineering design for the City of Birmingham Street
Improvement Bond Issue Projects. These projects included the coordination
of survey data collection, and design for street widening with the addition
of curb and gutter, sidewalks, right of way acquisitions, and improve or
redesign drainage structures in older neighborhoods.
Also was responsible for the Jefferson County, Alabama transportation
improvement projects. Perform grade, drain, and pavement design for various
county projects. These plans included horizontal and vertical alignment for
street improvements and relocation, drainage design, retaining wall design,
erosion control plans, traffic control plans, and right of way acquisition
plans and deeds.
Alabama Department of Transportation: Responsible for the
coordination of survey data collection, design and preparation of
construction plans for the conversion of a four lane facility with curb and
gutter. Plans included horizontal and vertical alignments, drainage design,
edge of pavement profiles, erosion control and best management plans,
traffic control plans, and right of way acquisition plans. Projects
included 7th Ave. Street Improvements in Brighton, Jefferson County, County
Road 2 relocation in Tuscaloosa County, and widening of Hargrove Road in
Tuscaloosa County.

Position: Project Manager
As Project Manager I was responsible for the preparation, review and
coordinate the review and approval of the environmental documents from the
initial investigation, preparation, Public Hearings, and review by Federal
agencies. Brownsfield remediation actions include diversion of clean water
around contaminated water, treatment of acid and metal-laden tributaries,
capping of mining wastes, remediation of PCB-contaminated soils,
revegetation of mine-scarred lands, stream restoration, and construction of
demonstration wetlands for passive treatment of acid mine drainage.
Responsible for the coordination of survey data collection, design
and preparation of construction plans for State, County, and
Municipalities. The construction plans include horizontal and vertical
alignments, drainage design, retaining wall design, edge of pavement
profiles, erosion control and best management plans, traffic control plans,
and right of way acquisition plans. Many of the designs, particularly with
the counties and municipalities, required widening and bridge relocation to
be performed utilizing two lanes of traffic at all times. Project scope of
services includes extensive data collection of existing storm sewer system,
hydrologic/hydraulic computer modeling to clarify drainage issues,
determining impacts of an improved system, open channel analysis for
numerous watersheds in several states, preparation of Storm Water Master

Engineering design for various KYDOT projects, including U.S. Hwy.
150 in Lincoln County, Carter Road in Fayette County, U.S. 25 in Fayette
County, and U.S. 68 in Marshall County. These designs included horizontal
and vertical alignments, drainage design, preparation of construction
plans. Right of Way map with deeds for required Right of Way acquisition.
Also performed hydraulic analysis and design for bridge replacement for
KYDOT, included projects in Frenchburg, Clark County, Fayette County, and
Graves County.
City of Lexington, KY and City of Florence, KY - Prepare Stormwater
Masterplan for 3 of the City's watersheds. Project included data
collection and field verification of existing storm sewer systems,
hydrologic/hydraulic computer modeling developed to determine existing
drainage problems and the impacts of an improved system, prioritizing of
suggested improvements, budgeting for a 10-year plan.
U.S. Corps of Engineers, Fort Leonard Wood, MO - Civil design for
the addition of a Teaching facility.
Project included the design for entrance road, parking lot, building pad,
and storm sewer systems.
