System Director of Labor Relations
• Developed and coordinated a comprehensive labor relations program for nonacademic bargaining unit employees
of the seven public universities that comprise the Oregon University System (OUS)
• Negotiated system-wide collective bargaining agreements with Service Employees International Union (SEIU)
covering 3,800 classified employees of the seven universities
• Negotiated, over three two-year bargaining cycles, reduction of number of employees SEIU sought to add to the
bargaining unit from 437 to 52, of which SEIU agreed 40 were properly excluded from the unit and that the
remaining 12 would be converted to bargaining unit status one year from the date of this agreement
• Served as OUS spokesperson and principal liaison with Department of Administrative Services Labor Relations
unit in collective bargaining negotiations with the Oregon Public Employees Union (SEIU Local 503, OPEU)
• Heard and decided Step 3 grievances at Chancellor’s office level
• Served as OUS representative in grievance arbitrations under SEIU contract and Employment Relations Board
matters involving nonacademic employees
• Presented and won arbitration case upholding university’s right to contract out bargaining unit work
• Advised university administrators and human resources and employee relations professionals regarding provisions
of collective bargaining agreements
• Hired and supervised consultants to universities negotiating collective bargain agreements covering faculty

included Sysco, Westfarm Foods (Darigold), Alpenrose Dairy, Sunshine Dairy, and food processors including
J.M. Smucker, Smith Frozen Foods, Oregon Cherry Growers and Ocean Spray
• Unions included Teamsters and United Food and Commercial Workers Locals
• Represented employers in NLRB cases involving issues including implementation of a final offer upon good
faith impasse, unilateral changes in alleged working conditions, alleged failure of refusal to provide information,
access to employer property, supervisory status, union membership statements to employees regarding crossing a
picket line during a strike
• Represented employers in Oregon Bureau of Labor and Industries matters such as alleged discrimination for
prohibited reasons and in grievance arbitrations including discharge for attendance involving FLMA, fighting,
negligence in handling cash, and contract interpretation cases including an employer’s right to restrict vacation,
sick leave, work assignment and single-employer status

• Supervised staff of four labor relations professionals in administration of three IBEW collective bargaining
agreements covering approximately 3,400 employees including grievance processing and expedited arbitration
• Eliminated backlog of 96 discharge cases in 18 months; the number of dismissal cases arbitrated was raised
from five in 1999 to eleven in 2000 (with a 59% increase overall win rate), and to fifteen in 2001
• Led team development of a Disciplinary Investigation Guide to ensure consistency and accuracy in training
supervisors and advising management

the first two-tier wage structure, the first transportation contract with activity-based pay, 13 retail supermarket
contracts and a retail bakery contract
• Prepared WARN documents and negotiated effects of three warehouse closures (one involving a strike and work
relocation without severance or NLRB charges) and closure of a retail grocery chain and sale of individual stores
