energy and public utility practice. Work includes regulatory, litigation,
legislative, and transactional matters, including rate cases and complex
regulatory matters. Recent accomplishments include reversing New Hampshire
Public Utilities Commission order at New Hampshire Supreme Court. In re
Union Telephone Company, 160 N.H. 309 (2010).
MCMANIMON & SCOTLAND, Newark, NJ 1988 - 1995
Partner (1991 - 1995) and Senior Associate (1988 - 1991). Lead person in
developing the telecommunications, energy and public utility practice.
Responsibilities included representing competitive entities, utilities and
governmental entities in regulatory, litigation, transactional and
legislative matters, and numerous rate cases.
NEW HAMPSHIRE PUBLIC UTILITIES COMMISSION, Concord, NH 1986 - 1988
General Counsel. Duties included representing the Commission and its Staff
in matters and proceedings within the agency, presiding as a hearing
examiner, and supervising others carrying out such activities, as well as
representing the Commission in appeals and before the FERC and the FCC.
Litigated numerous rate cases and involved in bankruptcy of Public Service
of New Hampshire.
MISSOURI PUBLIC SERVICE COMMISSION, Jefferson City, MO 1981 -
1986
Assistant General Counsel. Duties included representing the Commission
Staff in proceedings before the Commission, representing the Commission
before the courts, the FCC and the FERC, and advising the Commission and
Commission Staff. Responsible for coordinating Commission legislative
work. Litigated numerous rate cases.
